Os professores do Paraná e sua associação : entre a organização e os movimentos pela democracia (1947-1982)

Abstract

Resumo: O presente trabalho analisa a trajetória da APP-Sindicato dos Trabalhadores em Educação Pública do Paraná entre o ano de sua fundação, 1947, e o lançamento da primeira chapa de esquerda para a eleição de seus dirigentes, em 1982. A associação foi fundada por professores ligados a prestigiosos locais de ensino, e externava inicialmente uma visão de mundo Conservadora; a partir do final dos anos 1970 passou a assumir um comportamento crítico tendo em vista o governo ditatorial, que se instalou em 1964, e é o objetivo central desta tese: entender como e porque essa mudança se processou. Identificamos a existência de três grandes grupos internos no período analisado, dois que a dirigiram, e um terceiro que passou a disputá-la a partir de 1982, mas que já influenciava sua política desde antes, pois o autoritarismo foi crucial para as mudanças internas e a ascensão de grupos com postura liberal ao comando da instituição. Importante também, para a feitura desta pesquisa, foi a análise da memória sobre a entidade, que celebra um passado de resistências contra o governo, desconsiderando o programa fundador da entidade. Como corpus documental, valemo-nos de fontes disponíveis no acervo do Departamento de Arquivo Público do Paraná (DEAP) coletados pela antiga Delegacia de Ordem Política e Social (DOPS), e na sede estadual da APP-Sindicato, bem como algumas publicações oficiais da entidade. Conduzimos a análise levando em conta sempre as disputas internas pela direção, as condições da conjuntura histórica do país, e a ação dos agentes/professores. Como suporte teórico nos pautamos nos trabalhos de Hannah Arendt sobre política, ação, poder e coragem; nas obras de Pierre Ansart e suas análises sobre as paixões políticas; nos escritos de Edward Palmer Thompson sobre relações sociais e classes; e na Teoria das Elites, com textos de Bobbio e Mitchels.

Abstract: The present work analyzes the trajectory of the APP - Union of Workers in Public Education of Parana between the year of its foundation, 1947, and the launching of the first leftist slate for the election of its leaders, in 1982. The association was founded by teachers, who were connected to prestigious teaching places, and initially it externalized a conservative worldview; from the end of the 1970's on, it started to assume a critical behavior, bearing in mind the dictatorial government, which was installed in 1964, and this is the central objective of this thesis: to understand how and why this change came about. The existence of three major internal groups in the analyzed period was identified, two that ran the institution, and a third one that started its dispute after 1982, but which has already influenced its politics since before that, since authoritarianism was crucial for the internal changes and the rise of liberal groups to the command of the institution. The analysis of the memory about the entity was also important for this research, which celebrates a past of resistance against the government, disregarding the founding program of the entity. As a documental corpus, available sources in the collection of the Public Archive Department of Parana (DEAP) were used, they were collected by the former Social and Political Order Station (DOPS), and at the state headquarters of the APP-Union, as well as some official publications of the entity. The analysis was conducted always taking into account the internal disputes for the direction, the conditions of the historical conjuncture of the country, and the action of the agents/teachers. As theoretical support, the thesis was based on Hannah Arendt's works about politics, action, power, and courage; on Pierre Ansart's works and his analysis about political passions; on Edward Palmer Thompson's writings about social relations and classes; and on the Theory of Elites, with texts by Bobbio and Mitchels.
