O ciclo nacional de greves de militares estaduais : da Constituição de 1988 ao Governo Bolsonaro

Abstract

Resumo: As greves de militares estaduais tornaram-se recorrentes no Brasil após a Constituição Federal de 1988, entretanto, os estudos sociológicos sobre o tema ainda são insuficientes para entender a complexidade desse fenômeno. Esta tese analisa o ciclo nacional de greves de policiais militares entre 1988 e 2022, com o objetivo de compreender suas motivações, formas de organização, disputas internas e transformações ao longo do tempo. A pesquisa parte da hipótese de que essas mobilizações expressam não apenas reivindicações corporativas, mas disputas mais amplas, que dizem respeito a própria dinâmica da luta de classes no país. Justifica-se, assim, pela urgência de compreender o papel das Polícias Militares no cenário contemporâneo, marcado pela militarização da política, pela reorganização da extrema direita no país e pelo avanço do neofascismo. O referencial teórico articula autores da sociologia crítica, com destaque para Florestan Fernandes, Heloísa Fernandes e clássicos como Erving Goffman, e Sidney Tarrow, mobilizando conceitos como autocracia burguesa, estado autocrático burguês, instituições totais, categoria social, hipermilitarização, alienação, neoliberalismo e fascismo. A metodologia utilizada se concentrou na observação participante; em 15 entrevistas semiestruturadas com integrantes de quatro das cinco macrorregiões do país (Sul, Sudeste, Norte e Nordeste); e na análise documental de três fontes distintas: 1) Departamento Intersindical de Estatística e Estudos Socioeconômicos (DIEESE); 2) material jornalístico sobre as greves; 3) material do Movimento Policiais Antifascismo (MPAF). Além destas, outras fontes documentais são consultadas e submetidas ao escrutínio da Análise Crítica do Discurso (ACD), de Norman Fairclough, por fim, a própria experiência do autor é utilizada como instrumento reflexivo de análise. Como resultado, a tese propõe uma tipologia original das greves (de base, de cúpula e mistas) e identifica quatro grandes ciclos articulados às transformações da economia política brasileira: dois ciclos neoliberais, um ciclo neodesenvolvimentista e um ciclo pós-golpe de 2016. Demonstra-se que esses ciclos expressam variações na consciência e organização política das burocracias militares, evidenciando ora sua aproximação com setores da esquerda, ora sua captura por projetos autoritários e de extrema-direita. A pesquisa contribui para o debate sobre o papel político das forças de segurança, revelando tensões profundas entre democracia, controle social e militarização do Estado brasileiro

Abstract: The strikes by state military personnel have been recurrent in Brazil since the 1988 Federal Constitution; however, sociological studies on the subject are still insufficient to understand the complexity of these phenomenon. This thesis analyzes the national cycle of military police strikes between 1988 and 2022, with the aim of understanding their motivations, forms of organization, internal disputes, and transformations over time. The research is based on the hypothesis that these mobilizations express not only corporate demands, but broader disputes that concern the very dynamics of the class struggle in the country. It is thus justified by the urgency of understanding the role of the Military Police in the contemporary scenario, marked by the militarization of politics, the reorganization of the extreme right in the country and the advance of neofascism. The theoretical framework articulates authors of critical sociology, with emphasis on Florestan Fernandes, Heloísa Fernandes and classics such as Erving Goffman and Sidney Tarrow, mobilizing concepts such as bourgeois autocracy, bourgeois autocratic state, total institutions, social category, hypermilitarization, alienation, neoliberalism and fascism. The methodology used focused on participant observation; 15 semi-structured interviews with members of four of the five macro-regions of the country (South, Southeast, North and Northeast); and documentary analysis of three different sources: 1) Inter-Union Department of Statistics and Socioeconomic Studies (DIEESE); 2) journalistic material on the strikes; 3) documents from the Anti-Fascist Police Movement (MPAF). In addition to these, other documentary sources were consulted and subjected to the scrutiny of Norman Fairclough's Critical Discourse Analysis (CDA). Finally, the author's own experience was used as a reflective instrument of analysis. As a result, the thesis proposes an original typology of strikes (grassroots, command and mixed) and identifies four major cycles linked to the transformations of the Brazilian political economy: two neoliberal cycles, a neodevelopmentalist cycle and a post 2016 coup cycle. It is demonstrated that these cycles express variations in the political consciousness and organization of military bureaucracies, sometimes evidencing their rapprochement with sectors of the left, sometimes their capture by authoritarian and far-right projects. The research contributes to the debate on the political role of security forces, revealing deep tensions between democracy, social control and the militarization of the Brazilian state
