Algumas considerações sobre o impacto da abertura nos setores têxtil e vestuário brasileiros, com ênfase no caso de Santa Catarina

Abstract

Resumo: Esta dissertação analisa o impacto da abertura comercial, do final da década de oitenta até meados dos anos noventa, nos setores têxtil e vestuário de Santa Catarina. Inicialmente, discutem-se os instrumentos de proteção no comércio internacional, a utilização e eliminação desses pelo governo brasileiro, ressaltando a importância da especificidade do Acordo Multifibras na comercialização de têxteis de vestuários no mundo. Analisa-se também a estrutura produtiva do complexo industrial têxtil/vestuário, procurando evidenciar suas vantagens e desvantagens pelo funcionamento da sua principal característica: a heterogeneidade no processo produtivo. Posteriormente, recorre-se à caracterização do processo produtivo no Brasil e em Santa Catarina; no primeiro, enfatizando aspectos mais genéricos, e, no segundo, partindo da criação da indústria até sua representatividade no comércio internacional. Finalmente, ressaltam-se, com base no volume de importação, os principais impactos da abertura na cadeia têxtil/vestuário de Santa Catarina.

Abstract: This dissertation consists of an analyses of the impact of market opening over textile and clothing industries in the state of Santa Catarina from 1987 up to the middle of the nineties. Initially, it discusses protection instruments and practices used within international trade and what the Brazilian government has done in order to manage and/or eliminate these instruments. The dissertation also emphasizes the importance of the specificity provided by the Multifiber Agreement to the textile and clothing market worldwide. The productive structure of the textile and clothing industrial complex is also evaluated in terms of its advantages and disadvantages and in terms of its heterogeneity in the production process. Additionally, the dissertation presents the main characteristics of the production process in the state of Santa Catarina and in Brazil. The main characteristics are listed in order to emphasize the basic aspects of a textile and/or clothing industry up to its representation in; the international market. Finally, this dissertation focuses on the effects of the market opening over the textile and doting chain in the state of Santa Catarina based on the importation volume of machinery and raw material.
