O ambientalismo ruralista : uma análise da agenda legislativa ambiental da Frente Parlamentar da Agropecuária (2019-2022)

Abstract

Resumo: Esta pesquisa investiga o grupo de parlamentares que representa, dentro do Congresso Nacional, os interesses das diferentes frações de classes que compõem o agronegócio brasileiro: a Frente Parlamentar da Agropecuária (FPA) - comumente conhecida como a "bancada ruralista". Diante do iminente contexto de crise climática e dos graves riscos ao equilíbrio ecológico que já impactam a capacidade produtiva das terras brasileiras, nosso estudo se concentra na atuação legislativa dessa bancada em relação à temática ambiental. Nesse sentido, estamos interessados em compreender como os ruralistas lidaram com esse processo contraditório de ter que garantir as condições fundamentais de reprodução/expansão deste modelo insustentável de agricultura ao mesmo tempo em que precisaram lidar com as pressões, cada vez mais amplas e difusas, para preservação de recursos naturais e diminuição de emissões de gases de efeito estufa. Tendo como objeto empírico de pesquisa os projetos de lei que compuseram a agenda legislativa ambiental da FPA durante o governo de Jair Bolsonaro (2019- 2022), nossa pesquisa consistiu na análise de 90 projetos de lei.

Abstract: This research investigates the group of lawmakers who represent, within the National Congress, the interests of diferente class fractions that make up the brazilian agribusiness: the Frente Parliamentary Front for Agriculture (FPA) - commonly know as the "Ruralist Bench". Faced with the iminente context of a climite crisis and the serious risks to the ecological balance that are already impacting the productive capacity of brazilian lands, our study focuses on the legislative actions of this group in relation to environmental issues. In this sense, we are interested in understanding how the ruralists have dealt with this contradictory process of having to ensure the fundamental conditions for the reproduction/expansion of this unsustainable agricultural model, while also needing to address the increasingly broad and diffuse pressures for the preservation of natural resources and the reduction of greenhouse gas emissions. Taking as empirical research objetc the legislative bills that comprised the environmental legislative agenda of the FPA during Jair Bolsonaro's government (2019-2022), our research consisted of the analysis of 90 legislative bills.
