Ensaios sobre mudança institucional e o II PND

Abstract

Resumo: O presente estudo busca realizar uma interpretação institucionalista do II Plano Nacional de Desenvolvimento (II PND). De acordo com tal objetivo, é realizada uma apreciação teórica evolutiva do entendimento de mudança institucional dentro da escola institucionalista, almejando identificar as diferenças e similaridades interpretativas mais marcantes dos principais autores desta escola para, por fim, demarcar um escopo teórico comum que sirva de alicerce à interpretação histórica. A partir disso, as principais metas, objetivos e controvérsias que envolvem o II PND são revisitadas a fim de que sejam traçados paralelos entre a compreensão teórica formatada e o evento histórico em questão, sempre buscando aproximar o objeto de estudo com os mecanismos de análise de forma a privilegiar o diálogo entre as partes. Abstract: This study aims to carry out an institutionalist view of the II National Development Plan (II NDP). Accordingly to this goal is accomplished an evolutionary theoretical appreciation of institutional change within the institutionalist school, aiming to identify the differences and most striking interpretive similarities of the main authors of this school to finally demarcate a common theoretical scope to serve as a foundation for the historical interpretation. From this, the main goals, objectives and controversies surrounding the II NDP are revisited in order to be parallels between the formatted theoretical understanding and the historical event in question, always seeking to approach the object of study with the analysis mechanisms in order to give priority to the dialogue between the parts.
