Construções físicas e narrativas : a elaboração do memorial dos direitos humanos da União Africana (MDHUA) em Adis Abeba, Etiópia (2004-2012)

Resumo: Em 2004 a União Africana (UA) em reunião executiva do Comitê de Representantes Permanentes deliberou a construção do Memorial dos Direitos Humanos da União Africana (MDHUA) inaugurado em 2012, na capital da Etiópia a cidade de Addis Ababa, esta dissertação buscou entender as dinâmicas envolvidas entre esse projeto de memorialização, a diplomacia africana e a história da Etiópia. Desde sua criação em 1963, a sede da Organização da Unidade Africana (OUA) dividiu o terreno com a prisão central etíope conhecida por Alem Bekagn, e o início dos anos 2000, foi marcado por mudanças institucionais envolvendo a transição em 2002 da OUA passando a ser União Africana (UA) que nesse contexto, recebeu do governo etíope a possibilidade de englobar como parte de sua sede o antigo prédio prisional, e transformaria parte dele no MDHUA. Diante disso, buscaremos entender a decisão da União Africana em criar o memorial nesse espaço considerando as relações do passado entre a Organização da Unidade Africana e a antiga prisão nacional, palco de inúmeros abusos dos direitos humanos cometidos no país, bem como, as tensões internacionais às quais esse projeto esteve subsumido. Através do estudo dos documentos oficiais do bloco africano, identificamos as principais divergências envolvidas entre os chefes de estado no continente e os interesses comuns articulados na arena internacional. Buscamos nos conceitos metodológicos para o estudo da memória e processo de memorialização em sociedades pós-conflito, ferramentas para nossa análise. Inicialmente, realizamos uma digressão histórica quanto a formação da instituição africana sediada na capital da Etiópia e sua relação com a urbanização e diplomacia local, posteriormente, trabalhamos aspectos da relação institucional da organização com os direitos humanos, e também, de sua transição de OUA para UA. Especificamente a respeito do memorial estudado, partimos do conceito de crime de Genocídio por nos possibilitar inferir quanto a polissemia de sentido do MDHUA ao vincular a história etíope, a do bloco e das relações internacionais estabelecidas. Para então investigarmos as inda e vindas desse projeto que acabou demolindo o local da antiga prisão que seria destinado a abrigar o museu memorial. Por fim, percebemos esse projeto de memorialização como a possibilidade de compreendermos as tensões políticas, sociais, e econômicas envolvidas em sua formação, partindo do contexto histórico anterior a sua elaboração, considerando o debate público memorial etíope e a opinião pública das arenas intercontinental africana e internacional mundial. Abstract: In 2004 the African Union (AU) in an executive meeting of the Committee of Permanent Representatives deliberated the construction of the Human Rights Memorial of the African Union (MDHUA) inaugurated in 2012, in the capital of Ethiopia, the city of Addis Ababa, this dissertation sought to understand the dynamics involved between this memorialization project, African diplomacy and Ethiopian history. Since its creation in 1963, the headquarters of the Organization of African Unity (OAU) has shared land with the Ethiopian central prison known as Alem Bekagn, and the early 2000s were marked by institutional changes involving the transition in 2002 from the OAU to being the African Union (AU) which, in this context, received from the Ethiopian government the possibility of including the former prison building as part of its headquarters, and would transform part of it into the MDHUA. In view of this, we will seek to understand the decision of the African Union to create the memorial in this space, considering the past relations between the Organization of African Unity and the former national prison, the scene of numerous human rights abuses committed in the country, as well as international tensions, to which this project was subsumed. Through the study of the official documents of the African bloc, we identified the main divergences involved between the heads of state in the continent and the common interests articulated in the international arena. We seek in methodological concepts for the study of memory and memorialization process in post-conflict societies, tools for our analysis. Initially, we carried out a historical digression regarding the formation of the African institution based in the capital of Ethiopia and its relationship with urbanization and local diplomacy, later, we worked on aspects of the institutional relationship of the organization with human rights, and also, its transition from OAU to AU. Specifically, regarding the memorial studied, we start from the concept of the crime of Genocide, as it allows us to infer the polysemy of meaning of the MDHUA by linking Ethiopian history, that of the bloc and established international relations. Then we investigate the comings and goings of this project that ended up demolishing the site of the old prison that would be destined to house the memorial museum. Finally, we perceive this memorialization project as the possibility of understanding the political, social, and economic tensions involved in its formation, starting from the historical context prior to its elaboration, considering the Ethiopian memorial public debate and the public opinion of the African intercontinental arenas as well worldwide.
