Como decisões de governantes municipais durante calamidades interferem em eleições locais : revisão sistemática

Abstract

Resumo: Introdução: Calamidades são cada vez mais aparentes, apesar de dispersos, raros e imprevisíveis, são notados pelos grandes impactos, pelas mudanças climáticas no mundo e pelo surgimento de doenças como a COVID-19. Este estudo busca realizar uma revisão sistemática que responda à pergunta "O que a literatura de Ciência Política produziu sobre decisões de governantes locais em contextos de calamidade (tais como enchentes, furacões, incêndios, terremotos) e como afetam os resultados das eleições municipais para incumbentes?". Visto a raridade dos eventos e da baixa frequência de estudos no tema na Ciência Política, este trabalho investiga dez artigos que atendiam os critérios de pesquisa. Metodologia: Os resultados foram coletados nas bases indexadoras Web of Science e Scopus no dia 13 de janeiro de 2022, estruturando a string de busca em quatro pilares (calamidade, política local, eleição, responsabilização). Os artigos foram submetidos a uma grade de leitura, sintetizando e agregando seus contextos, métodos e resultados. Resultados e discussão: A análise dos artigos revelou não haver autores recorrentes na área, com estudos a partir de 2006, em grande parte ligados à temática de clima, como enchentes e furacões. Os estudos sugerem que calamidades são benéficas para o incumbente municipal. Conclusão: Segundo a literatura da revisão, recompensa ou punição geradas pelas calamidades são intimamente ligadas ao individualismo, o eleitor pune se teve proximidade com o dano, enquanto gratifica ao ser beneficiado pessoalmente. O contexto determina o efeito das calamidades, porém ligado à decisão e alocação de recursos, pouco importante a ocorrência do desastre.

Abstract: Introduction: Calamities are increasingly apparent, although dispersed, rare and unpredictable, they are noticed by the great impacts, by climate change in the world and by the emergence of diseases such as COVID-19. This study seeks to carry out a systematic review that answers the question "What has the Political Science literature produced about decisions of local governments in contexts of calamity (such as floods, hurricanes, fires, earthquakes) and how they affect the results of municipal elections for incumbents? ?". Given the rarity of events and the low frequency of studies on the subject in Political Science, this work investigates ten articles that met the research criteria. Methodogy: Results were collected in the Web of Science and Scopus index databases on January 13, 2022, structuring the search string into four pillars (calamity, local politics, election, accountability). The articles were submitted to a reading grid, summarizing and aggregating their contexts, methods and results. Results and discussion: The analysis of the articles revealed that there were no recurring authors in the area, with studies from 2006 onwards, largely linked to climate issues, such as floods and hurricanes. Studies suggest that calamities are beneficial to the municipal incumbent. Conclusion: According to the literature of the review, reward or punishment generated by calamities are closely linked to individualism, the voter punishes if he was close to the damage, while he gratifies when he is personally benefited. The context determines the effect of calamities, but linked to the decision and allocation of resources, the occurrence of the disaster is of little importance.
