Configurações de oportunidade de corrupção : um estudo baseado em documentos da operação Lava Jato

Abstract

Resumo: Esta tese, apresenta o resultado da pesquisa determinou a configuração das situações de oportunidade que convergiram, no espaço e no tempo, de modo a propiciar a ocorrência dos casos de corrupção revelados na operação Lava Jato. O objeto de análise da pesquisa foram as situações de oportunidade de corrupção, entendidas como, circunstâncias que propiciaram a convergência, no espaço e no tempo, do corruptor e seu alvo em uma relação simbiótica e específica. Esta relação tem maior probabilidade de ocorrer quando, determinada configuração de elementos de risco se fizer presente. A estrutura analítica da pesquisa foi desenhada com base, no modelo de corrupção, como fenômeno orgânico de duas dimensões, na Teoria das Oportunidades, e também, na Teoria dos Conjuntos Difusos. Os dados foram analisados através do método QCA (Qualitative Comparative Analysis), com especial atenção aos conjuntos difusos, e à Tabela Verdade. O resultado da pesquisa permite formular narrativas explicativas alternativas para relações que envolvem corrupção, executivos e políticos, como, por exemplo, os casos revelados na Lava Jato. O resultado da pesquisa monstra também que, de modo a se manifestar de forma empiricamente perceptível, a corrupção necessita de oportunidades, entendidas nesta tese como relações simbióticas e específicas, entre o corruptor e seu alvo. As oportunidades são propiciadas através da convergência no espaço e no tempo das seguintes configurações empiricamente relevantes: (Exposição do alvo e Atratividade do alvo e Proximidade do alvo e Fragilidade do alvo), ou (Exposição do alvo e Proximidade do alvo e Atratividade do alvo), ou ainda, (Exposição do alvo e Proximidade do alvo e Fragilidade do alvo). Esta tese contribui com a comunidade acadêmica através dos seguintes pontos; determinando, sistemática e metodologicamente, a configuração das situações de oportunidade que convergiram, no espaço e no tempo, de modo, a propiciar a ocorrência dos casos de corrupção revelados na operação Lava Jato; apresentando a estrutura analítica moldada sobre o modelo de Corrupção como Fenômeno Orgânico de Duas Dimensões, a Teoria das Oportunidades, e a Teoria dos Conjuntos difusos. A junção sistemática destas teorias analíticas, permite que os pesquisadores possam revisitar as relações sociais e políticas, a partir de uma nova perspectiva; a das oportunidades, pois, estuda-las significa, olhar e observar, de perto, os átomos das sociedades politicamente organizadas, afetando, ou influenciando, uns aos outros, de modo, a conceder movimento e forma ao corpo político, que, por sua vez, molda e transforma seus próprios átomos. Abstract: This thesis, presents the results of the research that determined the configuration of the opportunities that converged, in space and time, in order to propitiate the occurrence of corruption cases revealed at the Car Wash operation. The object of analysis of the research were the situations of opportunity of corruption, understood as circumstances that provided the convergence, in space and time, of the corruptor and his target, in a symbiotic and specific relationship. This relationship is more likely to occur when a certain configuration of risk elements is present. The analytical structure of the research was designed upon a model of corruption as an organic phenomenon of two dimensions, on the Theory of Opportunities, and on the Theory of Fuzzy Sets. The data were analyzed using QCA (Qualitative Comparative Analysis), with special attention to fuzzy sets and Truth Table. The result of the research allows to formulates alternative explanatory narratives for relationships involving corruption, executives and politicians, such as the cases revealed at the Car Wash operation. The result of the research also shows that, in order to manifest itself empirically perceptible, corruption needs opportunities, understood in this thesis as symbiotic and specific relations, between the corruptor and his target. The opportunities are provided through the convergence in space and time of the following empirically relevant configurations: (Target Exposure and Target Attractiveness and Target Proximity and Target Fragility), or (Target Exposure and Target Proximity and Target Attractiveness), or (Target Exposure and Target Proximity and Target Fragility). This thesis contributes to the academic community through the following points: determining, systematically and methodologically, the configuration of opportunity situations that converged, in space and time, in order to promote the occurrence of corruption cases revealed at the Car Wash operation. Presenting the analytical structure shaped upon the model of Corruption as an Organic Phenomenon of Two Dimensions, the Theory of Opportunities, and the Theory of Fuzzy Sets. The systematic combination of these analytical theories, allows researchers to revisit social and political relations, from a new perspective. The perspective of opportunity, whose study means, to look and observe, closely, the atoms of politically organized societies, affecting, or influencing, each other, in order to grant movement and form to the body politic, which, in turn, shapes and transforms its own atoms.
