Os industriais diante do parlamento : um estudo sobre a agenda legislativa da Confederação Nacional da Indústria (2010-2017)

Abstract

Resumo: Este trabalho tem como objetivo analisar a Agenda Legislativa (AL) da Confederação Nacional da Indústria (CNI) do período de 2010 a 2017, procurando verificar como o empresariado industrial brasileiro, organizado através de sua entidade sindical de terceiro grau, a CNI, se prepara para a ação política na arena legislativa federal, e também como avalia o resultado do processo legislativo relativo aos seus interesses no Congresso Nacional. Para tanto, a pesquisa tratou os dados contidos na AL buscando responder a uma questão de pesquisa bem específica: como a CNI constrói a ação coletiva dos industriais, anterior a ação política propriamente dita? Mais particularmente quais são as estruturas internas à entidade que produzem a AL, que monitoram o processo legislativo, e que avaliam os resultados deste processo. Essa pesquisa se foca na maneira como o ator político descreve e avalia a sua relação com o Congresso Nacional no período de 2010 a 2017. As fontes utilizadas na pesquisa são os próprios documentos da CNI, que estabelecem a relação entre as proposituras legislativas e os seus interesses em cada ano legislativo, bem como a forma como avaliam o resultado do processo legislativo. A metodologia empregada basicamente foi a análise quantitativa estatística e a análise documental qualitativa. Como resultados, verifica-se que as particularidades da relação entre industriais e Parlamento indicam a complexidade do processo de sua constituição enquanto ator político no legislativo. A importância dada por este ator a tal processo, bem como o seu alto grau de satisfação com a forma e os resultados de sua relação com o Congresso Nacional, permite pensar sobre as características do próprio legislativo federal à luz da relação que com ele estabelece um importante grupo da sociedade. Abstract: This paper aims to analyze the Legislative Agenda (LA) of the National Confederation of Industry (CNI) from 2010 to 2017, seeking to verify how Brazilian industrial entrepreneurs, organized through their third-party trade union, CNI, prepare for political action in the federal legislative arena, and also how it assesses the outcome of the legislative process regarding its interests in the National Congress. To that end, the research dealt with the data contained in the AL, seeking to answer a very specific research question: how does the CNI construct the collective action of industrialists, prior to the actual political action? More particularly, what are the structures within the LA producing entity that monitor the legislative process and which assess the results of this process. This research focuses on how the political actor describes and evaluates his relationship with the National Congress in the period from 2010 to 2017. The sources used in the research are the CNI's own documents, which establish the relation between legislative proposals and their legislative year, as well as how they evaluate the outcome of the legislative process. The methodology used was basically statistical quantitative analysis and qualitative documentary analysis. As a result, it can be seen that the particularities of the relationship between industrialists and Parliament indicate the complexity of the process of their constitution as a political actor in the legislature. The importance given by this actor to such a process, as well as his high degree of satisfaction with the form and results of his relationship with the National Congress, allows us to think about the characteristics of the federal legislature itself in the light of the relation that establishes a important group of society.
