Instituições políticas no semipresidencialismo : uma análise a partir da constituição da Guiná-Bissau e de Cabo Verde

Abstract

Resumo: O presente trabalho tem por objetivo analisar o funcionamento das relações institucionais entre os poderes atribuídos ao Presidente da República e ao Primeiro-Ministro na constituição da Guiné-Bissau e de Cabo Verde, tentando demonstrar que o sistema adotado na Guiné- Bissau é causa principal das instabilidades políticas-governamentais, dentre as quais se destacam os excessos dos poderes presidenciais, as demissões de governos e os golpes de Estado, resultando no que podemos classificar como fragilidade democrática. Questiona-se se a instabilidade política e governativa na Guiné-Bissau tem ligação com o sistema político adotado, o Semipresidencialismo (presidencial parlamentar) e, do mesmo modo, se a estabilidade da democracia Cabo-verdiana se deve ao sistema Semipresidencial (premier presidencial)? Este estudo tem como metodologia o Estudo de Política Comparada na área de Estudos de Sistemas Políticos, com a escolha de Guiné-Bissau e Cabo Verde como casos, comparando-os para verificar ou buscar explicações consistentes para o uso das prerrogativas constitucionais por parte dos presidentes para dissolver o Executivo. O desenho comparativo permite compreender o porquê das instabilidades políticas constantes na Guiné-Bissau e estabilidade política em Cabo Verde. Palavras-chave: Constituição da República. Abstract: The choice of Guinea-Bissau and Cape Verde as cases, comparing both countries to verify or seek the purpose of this research is to analyze the functioning of institutional relations in the semipresidentialist system, more specifically between the powers granted to the President of the Republic and the Prime Minister, in their constitutions of Guinea-Bissau and Cape Verde, trying to demonstrate that the system adopted in the Guinea-Bissau is a major cause of political and governmental instabilities, among which are the excesses of presidential powers, dismissals of governments and coups, resulting in what we can classify as democratic fragility.It is questioned if the political and governmental instability in Guinea-Bissau is related to the current political system, the Semipresidentialism (parliamentary presidential) and, likewise, if the stability of the Cape Verdean democracy is due to the semi-presidential system?The methodology of this research is focused on thecomparative policy study,with emphasis on issues related to studies of political systemsbased on Guinea-Bissau and Cape Verde,to verify or seek consistent explanations for the use of constitutional prerogatives by presidents to dissolve the executive.Comparative design allows us to understand the reasons for the constant political instabilities in Guinea-Bissau and political stability in Cape Verde.
