Dois ensaios sobre subcentralidade urbana no Brasil

Abstract

Resumo: Considerando o recente movimento de interiorização da atividade econômica que contribuiu para o surgimento de novas centralidades urbanas, o primeiro ensaio tem por objetivo principal identificar o padrão de subcentralidade urbana e mudanças estruturais relevantes neste padrão no período recente entre 2006 e 2014. Para tanto, foi utilizado o estimador nãoparamétrico de regressão ponderada localmente (LWR), sugerido por McMillen (2001) e Krehl (2018), aplicado à densidade do emprego urbano. Entre os principais resultados, está o surgimento e alteração de novas cidades subcentrais globais e locais espalhadas pelo Brasil ao longo do período estudado, com destaque para a região Sudeste como principal região de municípios subcentrais. Seguindo o tema da subcentralidade, o segundo ensaio, utilizando os resultados do primeiro como subsídio, buscou encontrar evidências do efeito da recente expansão do Ensino Superior sobre a chance dos municípios que receberam esta expansão de serem identificados como subcentros global e/ou local. Para isso, foi empregado um modelo aplicado a dados em painel e cortes transversais. O principal resultado indica que, em geral, no curto prazo, a expansão não teve efeito sobre a subcentralidade dos municípios receptores, porém a presença de Instituições de Ensino Superior, pública e privada, tem relação positiva com a subcentralidade da região em que estão inseridas. Abstract: Considering the recent internalization of economic activity that contributed to the emergence of new urban centralities, the main objective of the first essay is to identify the pattern of urban subcentricity, as well as the relevant structural changes in this pattern in the recent period between 2006 and 2014. To investigate this, the non-parametric locally-weighted regression estimator (LWR), as suggested by McMillen (2001) and Krehl (2018), was applied, using the municipal employment density as the main variable. We find results that show the modification and emergence of subcentres around the whole country among the studied years, highlighting the Southeast as the main region of subcentral municipalities. In addition, we found evidence that several subcenters are localized in metropolitan regions. Following the subcentrality theme, the second essay, using the results of the first one as subsidy, sought to find evidence of the effect of the recent expansion of higher education on the chance of the municipalities that received this expansion to be identified as global and / or local subcenters. For this, a model applied to panel data and cross-sections was used. The main result indicates that, in general, in the short term, the expansion had no effect on the subcentrality of the receiving municipalities, but the presence of Public and Private Higher Education Institutions has a positive relation with the subcentrality of the region in which they are inserted.
