Representação política feminina na Tunísia : escolhas institucionais a favor do empoderamento

Abstract

Resumo: A presente pesquisa tem por objetivo analisar o empoderamento político feminino na Tunísia, a partir da perspectiva institucional. Para tanto, primeiramente é apresentado um apanhado histórico da Tunísia - os primórdios da sociedade tunisina, o período sob domínio da França, e os anos seguintes à sua independência. A partir disso, são apresentadas as mudanças ocorridas na legislação referente a gênero, onde destacamos o Código do Estatuto Pessoal, um marco no avanço dos direitos das mulheres tunisinas. Abordamos, então, a Primavera Árabe e a Revolução de Jasmim, com destaque para a participação das mulheres nestas manifestações. Na sequência, apresentamos uma análise do papel das instituições políticas na participação das mulheres na política, através de um apanhado teórico sobre sistemas eleitorais, cotas de gênero, barreiras e incentivos à participação política feminina. Apresentamos, então, uma breve definição do conceito de empoderamento e seus mecanismos, o que nos leva à IV Conferência sobre a Mulher e o Empoderamento e à Plataforma de Pequim. Finalmente, com base na Convenção pela Eliminação de todas as formas de Discriminação contra a Mulher, são analisadas as escolhas institucionais ocorridas na Tunísia, envolvendo ações afirmativas, capacitações e a criação de órgãos voltados às questões da mulher, que favoreceram o empoderamento político feminino, resultando em destaque na representação parlamentar feminina e em organizações regionais e internacionais. Os números são bastante representativos, e demonstram grande avanço na questão de empoderamento político feminino no país. Palavras-chave: empoderamento; representação política feminina; Tunísia.

Abstract: This research aims to analyze the female political empowerment in Tunisia, from the institutional perspective. For this purpose, it is first presented a historical overview of Tunisia - the beginnings of Tunisian society, the period under the rule of France, and the years following independence. From this, we present the changes occurred in gender-related legislation, where we highlight the Code of Personal Status, a milestone in the advancement of the rights of Tunisian women. We approach, then, the Arab Spring and the Jasmine Revolution, highlighting women's participation in these demonstrations. Following, we present an analysis of the role of political institutions in the participation of women in politics through a theoretical overview on electoral systems, gender quotas, barriers and incentives to women's political participation. It is presented, then, a brief definition of empowerment and its mechanisms, which leads us to the Fourth Conference on Women and Empowerment and the Beijing Platform. Finally, based on the Convention on the Elimination of All Forms of Discrimination against Women, we analyze the institutional choices that occurred in Tunisia, involving affirmative actions, training and the creation of organs related to women's issues, which favored women's political empowerment, resulting in prominence on the female representation in the parliament and in regional and international organizations. The numbers are fairly representative and show great advancement on the issue of women's political empowerment in the country. Key-words: empowerment; women's political representation; Tunisia.
