Panamericanismos entre a segurança e o desenvolvimento : a operaçao panamericana e a aliança para o progresso

Abstract

Resumo: A presente dissertação visa a comparar duas iniciativas diplomáticas lançadas pelo Brasil e pelos Estados Unidos entre 1958 e 1963, respectivamente, conforme o país que lançou, a Operação Panamericana (OPA) e a Aliança para o Progresso (AP). A comparação realiza-se no quadro das relações hemisféricas americanas, em que o conceito de panamericanismo torna-se fundamental. Assim, o texto inicia-se com a apresentação dos conceitos teóricos fundamentais e prossegue com um histórico das relações interamericanas, desde o início do século XIX até meados do século XX. Em seguida, apresentam-se as características elementares da política externa do Brasil e a Operação Panamericana, lançada pelo Presidente Juscelino Kubitschek em 1958; na seqüência, apresentam-se as características fundamentais da política externa dos Estados Unidos e a Aliança para o Progresso, lançada pelo Presidente John Kennedy em 1961. A última etapa da dissertação corresponde à comparação entre as duas iniciativas, recuperando-se os diversos elementos apresentados ao longo do texto. O mote da comparação está nas diferentes transações entre combate ao comunismo e auxílio ao desenvolvimento nacional de cada uma das iniciativas. Abstract: The present text compares two diplomatic initiatives, launched by Brazil and the United States between 1958 and 1963; respectively: Operation Pan-America (OPA) and Alliance for Progress (AP). The comparison bases itself on the American hemispheric relations and on the concept of "Pan-Americanism". The text presents at the beginning the basic theoretical concepts and follows with a brief historical recapitulation of the inter-American relations, from the beginning of the XIX Century until the middle of the XX Century. In the sequence, the elementary characteristics of Brazilian foreign policy and the Operation Pan-America are presented; then, the elementary characteristics of North-American foreign policy and Alliance for Progress are presented. The last moment of the text consists in the very comparison between the two initiatives, based on the elements previously presented and considering two basic and central elements of the initiatives: the fight against Communism and the help to the national development.
