Abstract: The plight of Palestinian refugees is a core issue for the permanent solution to the conflict between Israelis and Palestinians. These refugees are waiting indefinitely for a final agreement between Israel and the Palestinian Authority under the protectorship of a UN subsidiary agency, receiving humanitarian assistance for more than six decades. Its main purpose is to understand what is the agency's role in the Israeli-Palestinian conflict due to the centrality of this complex issue for a permanent solution. The goal is to introduce the stalemate of UNRWA's protracted humanitarian assistance and its operation in the light of the English School of International Relations' Concept of International Society, enabling a better understanding of an international security issue under the supervision of an international organization. Assuming there is an international society of States that shares enough common values and interests to balance conflict and cooperation, pluralism and solidarism, aims to discuss the relationship between international organizations and States in a particular context. Then revealing disagreements between norms and practice from an interdisciplinary approach to International Relations and International Law. The research hypothesis is that the prevalence of pluralism at the expense of solidarism in international society enabled the protracted situation of Palestinian refugees and the conflict itself via UNRWA, as well as the non-intervention of the international community. Keywords: Palestine Question; Palestinian refugees; international organizations; UNRWA; humanitarian assistance.
