Informação a serviço da escola : o Sistema Estadual de Registro Escolar (SERE) do Paraná

Abstract

Resumo: Estudo sobre a informação a serviço da escola com foco no Sistema Estadual de Registro Escolar (SERE) do Paraná. Objetiva analisar o SERE à luz de uma aproximação entre Ciência da Informação e Ciência da Educação, buscando identificar as contribuições do Sistema para a educação e o ensino. Revê as políticas públicas que favoreceram a implementação de programas voltados à Tecnologia de Informação e Comunicação para fins educacionais. Descreve o Sistema e analisa a sua estrutura. Retoma estudo exploratório (2008) sobre a perspectiva do secretário da escola, principal usuário do Sistema. Discute o uso da informação, a partir da coleta, na prática de secretários, pedagogos e professores. Amplia estudo pela observação direta realizada em duas escolas públicas estaduais e questionário aplicado em doze escolas públicas estaduais de Curitiba e Região Metropolitana Norte de Curitiba. Entrevista desenvolvedores do Sistema. Identifica lacunas informacionais. Aponta os elementos informacionais no uso escolar do sistema e o(s) benefício(s) para o estudante. Identifica o SERE como sistema de apoio à tomada de decisão pelo usuário escolar somado a dados auxiliares provindos de coleta informal. Além disso, subsidia o gestor educacional para a adoção de programas governamentais destinados ao estudante da educação básica e escola. Reconhece a existência de problemas na disseminação de dados/informações sobre os estudantes no interior da escola, e o reduzido uso de Tecnologia da Informação e Comunicação pela gestão escolar. Esclarece na evolução do sistema a participação do usuário escolar em sua origem, bem como, do gestor educacional em seu aprimoramento. Conclui a necessidade de inclusão de dados subjetivos sobre os estudantes, colhidos informalmente nas escolas públicas, o aperfeiçoamento dos relatórios emitidos e a integração de pedagogos e professores ao Sistema.

Abstract: Study about the information offered to the schools focusing on the Sistema Estadual de Registro Escolar (SERE) in Paraná. It aims to analyze the SERE through the perspective of a conjunction of information and education sciences by identifying the system's contributions to education. It reviews the government policies that fomented the implementation of Information and Communication Technologies oriented programs for educational purposes. Describes the system and analyses its structure. It recaptures the exploratory study (2008) about the perspective of the school's secretary, key user of the system. It discusses the use of information, starting from the collection point, in the activities of the secretaries, pedagogues and teachers. It broadens the study by the direct observation performed in two schools and a questionnaire administered in twelve schools in Curitiba and north suburbs. It interviews the system developers and identifies informational gaps. It indicates the informational elements in the system's applications and its benefits to the student. It points out the SERE as a support for the process of decision-making for the user in conjuncture with auxiliary data from informal collection. Besides, the system subsidizes the educational manager in the adoption of student oriented government programs, in basic education and school. It acknowledges the existence of problems in spreading data/information about students inside the school and the minor use of information and communication technology in the school's management. It enlightens the share of the school user in its origin as well as the educational manager's in its improvement. It concludes the necessity to include the student's subjective data, collected informally in the schools, the improvements in published reports and the integration of pedagogues and teachers to the system.
