A otimizaçao dos custos do transporte rodoviário de madeira roliça oriunda de reflorestamento

Abstract

Resumo: Este trabalho tem como objetivo principal minimizar os custos dos transportes na colheita de reflorestamentos, dando ênfase aos aspectos operacionais para a definição das características técnicas das estradas. Para isso, são abordados tanto particularidades referentes aos veículos como às estradas. Na revisão da literatura e métodos são considerados sete itens principais: 1) definição dos volumes de transporte, ou seja, da demanda; 2)aspectos operacionais; 3)escolha do veículo de transporte; 4)cálculos de custos de operação dos veículos de carga; 5)planejamento, construção e conservação das vias; 6)estudos de viabilidade econômica e 7)aspectos ambientais e sociais incluindo características dos motoristas. Estes itens são utilizados para se obter a minimização dos custos de transporte, definindo o tipo de veículo mais apropriado; percursos míminos a serem realizados pelos veículos carregados e vazios como também as melhorias construtivas e de conservação do sistema viário que proporcionem os maiores ganhos econômicos. A escolha das alternativas de melhorias do sistema viário é relacionada com a realização do transporte florestal de forma otimizada. As metodologias e práticas selecionadas são aplicadas na redução dos custos totais de transporte, existentes na colheita de madeira, em dois estudos de caso, em áreas reflorestadas situadas no sul da Bahia e na região do planalto norte catarinense. Verifica-se a aplicação da Metodologia HDM III (Modelo para Projeto de Rodovias e Padrões de Manutenção) calculado-se custos de operação para dez tipos de composições de veículos de carga, utilizadas no transporte de toras de madeira reflorestada; são simuladas diferentes condições para inclinações de rampas, raios de curvas horizontais e condições de superfície das vias dadas pelo IRI (índice de Irregularidade Internacional). No estudo da demanda, é considerada a metodologia do modelo de quatro etapas (geração, distribuição, divisão modal e alocação); aplicando-se aos transportes florestais métodos utilizados para transportes em geral. As características construtivas das vias definem os custos de operação dos tipos de veículos; desta forma é possível otimizar tanto a escolha do veículo como o percurso para o transporte. As técnicas de realização dos transportes, incluindo a definição dos segmentos viários a serem melhorados, tipos de veículos e aspectos de vida econômica são considerados tendo em vista sua importância nos custos totais. Constata-se que os benefícios da utilização das metodologias propostas pelas empresas florestais consistem em 1) definição da demanda do transporte de toras reflorestadas, 2) cálculo dos custos de operação dos veículos, 3) escolha entre alternativas de tipos de veículos, 4) definição de percursos otimizados e 5) definição dos locais prioritários para implantação de melhorias nas estradas florestais. Utilizando-se as metodologias propostas, as atividades de transporte florestal em reflorestamentos, apresentam custos totais menores, desde que os custos de operação sejam considerados em conjunto com os custos de construção e de conservação. Além disso, o setor de transportes florestais passa a conhecer os ganhos possíveis de suas atividades, o que facilita a obtenção de recursos e a valorização de seus trabalhos.

Abstract: This work has as main objective to minimize the costs of the transports in the crop of reforestations, giving emphasis to the operational aspects for the definition of the characteristics techniques of the highways. For that, so much referring particularities are approached to the vehicles as to the highways. In the revision of the literature and methods seven mais items are considered: 1) definition of the transport volumes, in other words, of the demand; 2)operational aspects; 3)definition of the transport vehicle; 4)costs of operation of load vehicles; 5)planning, construction and conservation of the roads; 6)studies of economical viability and 7)environmental and social aspects including the drivers' characteristics. These items are used to obtain the minimum transport costs, defining the type of more appropriate vehicle; miminum path to be accomplished by loaded and empty vehicles as well as the constructive improvements and of conservation of the road system that provide the largest economical earnings. The choice of the alternatives of improvements of the road system is related with the accomplishment of the forest transport in an optimized way. The methodologies and selected practices are applied in the reduction of the total costs of transport, existent in the wood crop, in two case studies, in areas reforested located in the south of Bahia and in the area of the plateau north catarinense. The application of the HDM III (The Highway Design and Maintenance Standards Model) Metodology is verified by the calculation of operation costs for ten types of compositions of load vehicles, used in the transport of reforested wood; different conditions are simulate for inclinations of ramps, rays of horizontal curves and conditions of surface of the roads given by IRI (International Rougness Index) . In the study of the demand, the methodology of the model of four stages is considered (generation, distribution, modal split and allocation); being applied to the transports forest methods used in general for transports. The constructive characteristics of the roads define the costs of operation of the types of vehicles, in this way it is possible to optimize the choice of the vehicle and the route for the transport. The techniques of accomplishment of the transports, including the definition of the road segments to be improved, the types of vehicles and aspects of economical life are considered due to they importance in the total costs. It is verified that the benefits of the use of the methodologies proposed by the forest companies consist of 1) definition of the demand of the transport of reforested wood, 2) calculation of the costs of operation of the vehicles, 3) choice among alternatives of types of vehicles, 4) definition of optimized routes and 5) definition of the priority places for implantation of improvements in the forest highways. Being used the proposed methodologies, the activities of forest transport in reforestations, present smaller total costs, since the operation costs are considered together with, the construction costs and of conservation. Besides, the section of transports forest can know the possible earnings of their activities, what facilitates the obtaining of resources and the valorization of their works.
