Um estudo sociológico sobre a AIDS no Brasil : atores e organizações

Abstract

Resumo: Esta dissertação é um estudo sociológico dos atores e organizações que envolvem o movimento ONGs/AIDS pela licença compulsória dos medicamentos anti-retrovirais – ARVs no Brasil. A licença compulsória dos ARVs é a política utilizada pelo governo para baixar os custos destes medicamentos, que são distribuídos gratuitamente desde 1996 pela rede pública de saúde. O objetivo do trabalho é analisar a contribuição, a auto compreensão e o significado das ONGs/AIDS no processo de construção das políticas públicas para o atendimento das pessoas vivendo com o HIV/AIDS no Brasil. Trata-se de uma pesquisa que envolve atores vinculados às lideranças de diversas ONGs/AIDS no Brasil, provenientes de cidades como o Rio de Janeiro, Curitiba, Foz do Iguaçu, Londrina e Paranaguá. É uma pesquisa qualitativa com dados coletados por meio de entrevistas semi-estruturadas, gravadas e transcritas na íntegra, pesquisa esta estruturada a partir de temas que foram suscitados pelos próprios entrevistados. Constatou-se nesta pesquisa que as ONGs/AIDS constituemse como espaço de participação, que reúne uma pluralidade de atores, cuja pressão pela vida é elemento fundamental na luta pelo acesso a políticas públicas contra o HIV/AIDS. Concluímos que este movimento se insere no contexto dos novos movimentos sociais, onde os atores - marcados por uma nova compreensão das relações entre indivíduo e coletividade - são impactados pela sua inserção em redes que envolvem uma diversidade de dimensões e outros atores. Deste modo, este movimento não pode ser compreendido a partir de uma abordagem sociológica única, pois ele se abre para uma luta que vai além dos temas da AIDS e da saúde, e além das divisões de classes e grupos sociais.

Abstract: This dissertation is a sociological study of actors and organizations that involve the movement NGOs/AIDS under the compulsory license for antiretroviral drugs - ARVs in Brazil. The compulsory license for ARVs is the policy used by the government to lower the cost of these drugs, which are distributed freely since 1996 by public health. The objective is to analyze the contribution, self understanding and significance of NGOs/AIDS in the process of formulating public policies for the care of persons living with HIV/AIDS in Brazil. This is a research that involves actors closed to leaders of various NGOs/AIDS in Brazil, from cities like Rio de Janeiro, Curitiba, Foz do Iguacu, Londrina and Paranagua. It is a qualitative survey with information collected through semistructured interviews, taped and transcribed, structured on themes that were raised by the interviewees. It was found in this study that the NGOs/AIDS constitute themselves as a space for participation, which includes a plurality of actors whose pressure is fundamental for life in the struggle for access to public policies on HIV/AIDS. We conclude that this motion falls within the new social movements, where the actors - marked by a new understanding of the relationship between individual and collective - are impacted by their insertion into networks that involve a number of dimensions and other actors. Thus, this movement can not be understood from only one sociological point of view, because it opens to a struggle that goes beyond the themes of AIDS and health, and beyond class divisions and social groups.
