A China e a questão energética no Brasil (1990-2010).

Abstract

Resumo: A presente dissertação tem como tema central as relações entre a República Popular da China (RPC) e o Brasil no setor energético. Neste sentido, faz-se relevante perguntar: quais são as oportunidades e os desafios para a construção de uma parceria entre a China e o Brasil na área energética? De que forma foram conduzidas as relações entre chineses e brasileiros na área energética, a partir dos anos 1990? Para responder às perguntas colocadas, a dissertação propõe os seguintes objetivos: apresentar o cenário energético global e o impacto nele provocado pela busca chinesa por energia; compreender o programa energético chinês e seus efeitos sobre as suas relações internacionais; analisar o histórico na área energética das relações entre chineses e brasileiros dos anos 1970 até 1990; estudar a inserção da China no Brasil em busca dos recursos energéticos, a partir dos anos 1990 aos dias atuais. A dissertação coloca-se como hipótese que a necessidade da China de ampliar e diversificar seus fornecedores energéticos tornou a busca por energia no Brasil altamente relevante. Para que as relações entre chineses e brasileiros ganhassem escopo, foi necessário superar barreiras geográficas e culturais existentes. Por sua vez, a influência chinesa no mercado global propiciou certa vantagem para a China, gerando relações energéticas desiguais com o Brasil.

Abstract: This thesis has as its central theme the relationship between People¢¥s Republic of China (PRC) and Brazil in the energy sector. In this sense, it is relevant to ask: what are the opportunities and challenges to build a partnership between China and Brazil in the energy field? How have the relations between the Chinese and the Brazilian been built in the energy area, from the 1990s on? To answer these questions, the study proposes the following goals: present the global energy scenario and the impact it caused by the Chinese quest for energy; understanding the Chinese energy program and its effects on international relations; analyze the historical in the energy field of relations between Chinese and Brazilian from the years 1970 until 1990; study the inclusion of China with Brazil in search of energy resources, from the 1990s. The thesis arises as a hypothesis that the China.s need to expand its energy suppliers made the search for energy in Brazil highly relevant. For the relations between Chinese and Brazilian won scope, it was necessary to overcome existing cultural and geographical barriers. In turn, the Chinese influence in the global market provided some advantage to China, resulting in uneven energy relations with Brazil.
