Os elementos do espaço turístico urbano no processo de planejamento : uma análise da área central de Curitiba / PR

Abstract

Resumo: Este estudo tem como questão central a análise dos elementos do espaço turístico urbano e suas relações com o processo de planejamento. Seu objeto de investigação concentra-se na área central de Curitiba-Pr. As reflexões teóricas baseiam-se, sobretudo, em Kevin Lynch, José Lamas e Roberto Boullón. Busca-se, primeiramente, diferenciar e articular planejamento, turismo e espaço urbano, além de apontar os elementos constituintes do espaço turístico urbano. Para tanto, contrapõem-se diferentes autores. Num segundo momento, a área central de Curitiba é apresentada como "escala bairro", com "bordas/limites", e também descrita através de seus elementos: "setores", "vias", "pontos nodais" e "marcos". Como uma análise do universo dos "logradouros", "marcos", "setores" e "roteiros" da área central tornar-se-ia por demasiadamente exaustiva, optou-se por limitar-se apenas a bens tombados, ou seja, aqueles que estão sob proteção, classificando-os de acordo com os elementos do espaço urbano mencionados anteriormente e combase nos estudos de LYNCH (1997) e BOULLÓN (2002). Material estatístico e fotográfico enriquecem a análise. Num terceiro momento, confrontam-se as concepções do planejamento urbano e do planejamento turístico para esta área, analisando-se de que forma os elementos identificados são trabalhados pelo planejamento. Entre os planos e projetos levantados está o da "Linha Pinhão", e o "Plano de Uso e Ocupação do Solo". A metodologia de investigação baseia-se, portanto, em levantamentos bibliográfico e documental. Entre o material bibliográfico estão livros e artigos de cunho teórico e também local, ou seja, sobre a cidade de Curitiba. Quanto ao material documental, destaque são planos e projetos turísticos e/ou urbanísticos que afetam, direta ou indiretamente, a área central da cidade. Observações de campo e documentação fotográfica complementam as informações necessárias para esta proposta. Com relação aos elementos do espaço turístico urbano na área central, o planejamento setorial do turismo deixa mais evidente o emprego destes elementos (ex. "Linha Pinhão"), já o planejamento urbano, propriamente dito, trabalha numa concepção mais complexa (ex. Plano de Uso e Ocupação do Solo).

Abstract: This study has as central question the analysis of the elements from the urban touring space and its relations with the planning process. Its subject of investigation concentrates on the central area of Curitiba, Pr. The theoretical thoughts base especially on Kevin Lynch, José Lamas and Roberto Boullón. First, it is sought to distinguish and organize planning, tourism and urban space and also point out the elements which establish the urban touring space. For this, it is confronted different authors. At a second moment, the central area of Curitiba is presented as "neighborhood scale", with "borders / limits" and it is also described through its elements: ‘sections’, ‘roads’, ‘nodal points’ and ‘landmarks’. As an analysis of the universe from "public areas", "landmarks", "sections" and "routes" of the central area could become excessively exhausting, it was chosen to limit only to listed buildings, that is, those which are protected, classifying them according to the elements from the urban space mentioned before and based on the studies from LYNCH (1997) and BOULLÓN (2002). Statistical and photographic materials enrich the analysis. At the third moment, it is compared the conceptions of urban planning and touring planning of this area, analyzing in which manner these identified elements are worked on this planning. Between the collected plans and projects are "Linha Pinhão" (Pine nut Line), and "Plano de Uso e Ocupação do Solo" (Use Plan and Soil Occupation). So, the methodology of the investigation is based on bibliographic and documentary surveys. As bibliographic material, there are books and articles with theoretical character and also local one about Curitiba. As for documentary material, the highlights are plans and touring and / or town planning projects which affects, direct or indirectly, the central area of the city. Field observations and photographic documentary complement the information necessary to this proposition. In relation to the elements from the urban touring space in the central area, the section planning of tourism shows clearly the use of these elements (e.g. "Pine nut Line") and the urban planning works in a more complex conception (e.g. "Use Plan and Soil Conservation").
