Desenvolvimento de sistema de informações para controle de custos de obras de construção civil

Abstract

Resumo: O aumento da exigência dos clientes e a crescente concorrência entre as empresas de construção civil têm levado as empresas a investir em melhorar o desempenho de seus projetos, incluindo a adesão de sistemas de gerenciamento de custos. Devido a características próprias da construção civil onde os trabalhos não ocorrem numa linha de produção e sim num canteiro de obras, o controle dos custos no se torna um ponto importante desse sistema. O enfoque dessa pesquisa consiste no desenvolvimento de um sistema de informações para o controle de custos diretos em obras de construção civil usando os novos recursos de tecnologia de informação disponíveis. O objetivo da pesquisa se concentra nos requisitos desse sistema de informações necessários para coleta de informações para o controle de custos visando oferecer informações gerenciais adequadas e integração ao processo de planejamento e controle da produção da obra. A pesquisa também discute e propõe as tecnologias de informação mais adequadas para as diversas funções do sistema. A arquitetura do sistema desenvolvido prevê a definição de uma estrutura de divisão do trabalho (EDT) a ser executada nas obras da construtora. A uniformidade dessa estrutura permite que sejam identificadas as atividades de planejamento e controle (incluindo controle de custos) com o retorno da informação coletada para uso futuro em novos orçamentos ou planejamentos. O sistema utiliza as tecnologias de Extranets para tarefas de configuração e organização do planejamento e cronograma e computadores de mão (PDA) para a coleta de informações no canteiro de obras. Concluiu-se que a estrutura do sistema desenvolvido permite o controle de custos integrado aos processos de planejamento e controle. Foram observadas vantagens pelo uso de Extranets na difusão dos dados coletados em obra até o escritório e facilidade na coleta de informações pelo uso do computador móvel.

Abstract: The increases of the customer’s requirements and the competition among construction’s companies have taken the companies to invest in improving the performance of their projects, including the adoption of a costs’ management system. The cost control in construction site is an important point, once the proper characteristics of the construction where the work occurs in the site unlike other industries where the work occurs in a line of production. The focus of this research consists in the development of an information system for the cost control in the construction site. This research aims the system requirements to gather cost information to cost control, offering adequate information for management and integration with the process of planning and control . The research also argues and proposes the adequate information technology for the different functions of the system. The architecture of the developed system includes the definition of a standard structure of services (WBS) to be executed in the construction site. The uniformity of this structure allows the execution of planning and control tasks (including cost control) with return of gathered information for future use in new budgets or plans. The system uses the technology of Extranets for configuration, organization, planning and schedule and mobile computers (PDA) to collect the information on construction site. The research concludes that the structure of the system allows the costs control, with integration to the processes of planning and control of the production. Advantages for using the Extranet for diffusion of the collected data in the site to the office had been observed. Improvements to get information in the site for the use of the mobile computer were also observed.
