Riscos ambientais relacionados a indústria automobilística no aglomerado metropolitano de Curitiba

Abstract

Resumo: A pesquisa estabelece uma avaliação dos riscos ambientais decorrentes da recente industrialização em áreas de mananciais no Aglomerado Metropolitano de Curitiba. Essa industrialização relaciona-se à reestruturação produtiva paranaense, principalmente a partir da década de 1990, que priorizou a atração de investimentos internacionais ligados ao setor automotivo. As montadoras automobilísticas têm um papel significativo na configuração da estrutura produtiva, atuando como coordenadoras do arranjo espacial, ao atrair grande número de empresas fornecedoras de peças e serviços. Diante dessa nova realidade, muitas áreas impróprias à instalação industrial foram ocupadas, como as áreas de mananciais. Os riscos foram identificados por meio de um questionário aplicado nas indústrias localizadas nas proximidades ou dentro das áreas de mananciais, pelo qual se procurou investigar o sistema produtivo, os fatores que influenciaram na localização industrial, a quantidade e as características dos resíduos gerados, a forma de destinação destes, as políticas ambientais, entre outros aspectos. Verificou-se que as políticas governamentais foram fatores determinantes para a localização industrial. A maioria das indústrias pesquisadas possui políticas de gerenciamento ambiental, representadas pela certificação ISO 14001. Porém constituem riscos para as áreas de mananciais pela considerável geração de resíduos e pelas características do sistema produtivo, que utiliza substâncias químicas altamente danosas aos mananciais na fabricação e pintura de peças.

Abstract: The research establishes an evaluation of the ambient risks deriving from recent industrialization in sources areas in the Metropolitan Agglomerate of Curitiba. This industrialization is related to Paraná’s productive reorganization, mainly from the decade of 90 of 20th century, that prioritized the attraction of international investments on to the automotive segment. The automobile assembly plants have a significant role in the configuration of the productive structure, acting as coordinators of the space arrangement, by attracting a great number of parts and services supplying companies. Due to this new reality, many improper areas for industrial plants have been occupied, like the areas of sources. The risks were identified by the means of a questionnaire applied to the industries located next or inside the sources areas of, that attempted to investigate the productive system, factors that have influenced on the industrial localization, the amount and characteristics of the generated residues, the residues destination, ambiental policies and others. It was verified that the governmental policies turned into a strong factor for industrial localization. The majority of the searched industries maintain policies of ambient management, represented by ISO 14001 certification. However they represent risks for the sources areas for the considerable generation of residues and the features of the productive system, that uses chemical substances in the parts manufacturing and painting, highly harmful to the sources.
