Financiamento público para projetos esportivos de organizações não governamentais no Paraná : uma análise da Lei de Incentivo ao Esporte e da Proesporte/PR

Abstract

Resumo: Esta dissertação examinou a distribuição dos recursos provenientes da Lei de Incentivo ao Esporte (LIE), em âmbito federal, e do Programa Estadual de Fomento e Incentivo ao Esporte (Proesporte/PR), direcionados às Organizações da Sociedade Civil (OSCs) que executam projetos esportivos no estado do Paraná. O estudo, de natureza quantitativa e descritiva, fundamentou-se em dados secundários extraídos de fontes oficiais, como o portal da transparência e as bases do IPEA. A avaliação da LIE, referente ao período de 2007 a 2023, evidenciou uma significativa disparidade entre os valores pleiteados (R$ 952.412.363,67) e os efetivamente captados (R$ 181.155.450,45), demonstrando que a decisão sobre o investimento final cabe ao setor privado. Apesar do aumento constante na captação anual pela LIE, notadamente a partir de 2018, com recordes em 2022 e 2023, esse crescimento oculta uma forte concentração dos recursos. O Instituto Futebol de Rua, por exemplo, obteve R$ 63.095.949,78, equivalente a 34,83% do total captado pelas OSCs via LIE no Paraná. Ademais, 61,87% das OSCs analisadas não captaram recursos. A categoria "Esporte Educacional" foi a que mais recebeu aportes da LIE, somando 50,47% do total. Por outro lado, o Proesporte/PR (2018-2023), com captação de R$ 29.570.131,44, apresentou crescimento constante e menor concentração entre as OSCs participantes. Seu foco principal foi a "Excelência Esportiva", que concentrou 95,96% dos recursos destinados às organizações. Ambos os mecanismos apresentaram padrões similares de concentração geográfica, com predomínio nas grandes cidades do Paraná. Somente 25,33% das OSCs captadoras acessaram ambos os instrumentos, revelando uma fragmentação nos processos de captação. Em síntese, a distribuição dos recursos evidencia variações de volume e abrangência, influenciadas pela dinâmica de alocação e por assimetrias de poder, ressaltando a necessidade de profissionalização das OSCs para ampliar o acesso e promover maior equidade no direito ao esporte

Abstract: This dissertation examined the distribution of resources from the Sports Incentive Law (LIE), at the federal level, and the State Program for the Promotion and Incentive of Sports (Proesporte/PR), directed to Civil Society Organizations (CSOs) that execute sports projects in the state of Paraná. The study, of a quantitative and descriptive nature, was based on secondary data extracted from official sources, such as the transparency portal and the IPEA databases. The evaluation of the LIE, referring to the period from 2007 to 2023, revealed a significant disparity between the amounts requested (R$ 952,412,363.67) and those actually raised (R$ 181,155,450.45), demonstrating that the decision on the final investment rests with the private sector. Despite the steady increase in annual funding received through the LIE (Law of Incentive to Sports), particularly since 2018, with record highs in 2022 and 2023, this growth masks a strong concentration of resources. The Instituto Futebol de Rua, for example, obtained R$ 63,095,949.78, equivalent to 34.83% of the total raised by CSOs (Civil Society Organizations) via LIE in Paraná. Furthermore, 61.87% of the analyzed CSOs did not receive any funding. The "Educational Sport" category received the most funding from the LIE, totaling 50.47% of the total. On the other hand, Proesporte/PR (2018-2023), with R$ 29,570,131.44 raised, showed steady growth and less concentration among participating CSOs. Its main focus was "Sports Excellence," which concentrated 95.96% of the resources allocated to the organizations. Both mechanisms showed similar patterns of geographic concentration, predominantly in the large cities of Paraná. Only 25.33% of the fundraising CSOs accessed both instruments, revealing a fragmentation in fundraising processes. In summary, the distribution of resources shows variations in volume and scope, influenced by allocation dynamics and power asymmetries, highlighting the need for professionalization of CSOs to expand access and promote greater equity in the right to sport
