Aplicação dos métodos multicritério e multivariado no apoio à tomada de decisão para localização de polo para ensino a distância

Resumo: No Brasil, desde 2017, nota-se um grande avanço na implementação de polos para o ensino a distância, fato esse atribuído a flexibilidade da legislação brasileira que permitiu expansão dessas unidades para as instituições de ensino superior. De acordo com a Portaria nº 11/2017, houve a autorização das Instituições de Ensino Superior (IES), para que pudessem instalar polos de apoio ao Ensino a Distância (EaD), conforme o Conceito Institucional (CI), variando entre 250 unidades para a instituição que possui nota 5 e 50 polos para a instituição que possui nota 3. Nesse âmbito, notou-se a dificuldade para alocar o número de polos permitidos. Desta forma, instigou-se em entender em quais critérios e métodos podem ser usados para abertura de polo de educação a distância. A partir desta questão, compreendeu-se que, ao encontrar os métodos e critérios, deveria aplicá-los para assim, obter êxodo da resolução da problemática. Então, estruturou-se os procedimentos metodológicos, conforme a metodologia aplicada, para isso decidiu-se investigar e escolher qual método multicritério se aplica à situação; levantar os critérios para abertura de polo por meio da revisão sistemática da literatura; limitar a população para oferecer as alternativas; pesquisar sobre qual método multivariado poderia ser utilizado para que a decisão seja mais assertiva; por fim, e como resultado do estudo, desenvolver uma aplicação web consolidando as informações e os métodos AHP e Análise de Agrupamento. Acredita-se que esta aplicação possa auxiliar as instituições, de um modo geral, na tomada de decisão de localização de polos, bem como na expansão de suas unidades, para que assim possam levar a democratização do ensino superior em áreas remotas ou até mesmo dentro de grandes centros urbanos. Abstract: In Brazil, since 2017, there has been a great advance in the implementation of centers for distance learning, a fact attributed to the flexibility of Brazilian legislation that allowed the expansion of these units to higher education institutions. According to Ordinance No. 11/2017, Higher Education Institutions (IES) were authorized to install distance learning (EaD) support centers, according to the Institutional Concept (CI), ranging from 250 units to the institution that has grade 5 and 50 centers for the institution that has grade 3. In this context, the difficulty in allocating the number of allowed centers was noted. Thus, it was encouraged to understand which criteria and methods can be used to open a distance education center. From this question, it was understood that, when finding the methods and criteria, they should apply them in order to obtain an exodus from the resolution of the problem. Then, the methodological procedures were structured, according to the applied methodology, for this it was decided to investigate and choose which multicriteria method applies to the situation; raise the criteria for opening a pole through a systematic review of the literature; limit the population to offer the alternatives; researching which multivariate method could be used to make the decision more assertive; finally, and as a result of the study, develop a web application consolidating the information and the AHP and Cluster Analysis methods. It is believed that this application can help institutions, in general, in decision-making on the location of centers, as well as in the expansion of their units, so that they can lead to the democratization of higher education in remote areas or even within of large urban centers.
