A permeabilidade da política comercial diante da participação empresarial : análise da coalizão empresarial brasileira nas negociações comerciais entre Mercosul e União Europeia

Abstract

Resumo: Um dos desafios enfrentados pelo Ministério das Relações Exteriores - MRE frente à multiplicidade temática da política externa brasileira diz respeito à sua capacidade de articular os diversos interesses característicos de uma sociedade plural e ao mesmo tempo manter sua autonomia decisória. Nesse sentido, essa pesquisa tem como objetivo investigar de que forma e em que medida a política comercial brasileira esteve permeável às pressões domésticas exercidas pela Coalizão Empresarial Brasileira - CEB ao longo das negociações comerciais entre o MERCOSUL e União Europeia, partindo da hipótese de que a participação da CEB esteve condiciona a sua contribuição técnica, enquanto sua influência política foi limitada pela autonomia decisória do MRE. Para testar essa hipótese, foram utilizados os métodos de análise de conteúdo e documental para investigação do processo decisório via process tracing e análise do resultado do acordo por meio de uma proposta de mensuração de permeabilidade, ambas etapas foram complementadas pela aplicação de um roteiro de entrevistas com representantes do setor empresarial. Isso permitiu a confirmação parcial da hipótese, indicando, por um lado, a tecnicidade da relação entre os atores sob análise e, por outro, a condução descentralizada da política em questão.

Abstract: One of the challenges faced by the Ministry of Foreign Affairs - MRE in the face of the thematic multiplicity of Brazilian foreign policy, concerns its ability to articulate the diverse interest's characteristic of a plural society and at the same time maintain its decision-making autonomy. In this sense, this research aims to investigate how and to what extent the Brazilian commercial policy was permeable to the domestic pressures practiced by the Coalizão Empresarial Brasileira (Brazilian Business Coalition) - CEB throughout the commercial negotiations between Mercosur and the European Union, based on the hypothesis that the CEB's participation was conditioned to its technical contribution while its political influence was limited by the decision-making autonomy of the MRE. To test this hypothesis, methods of content and document analysis were used to investigate the decision-making process via process tracing and analysis of the agreement result through a proposal for measuring of permeability, both steps were complemented by the application of an interview script with representatives of the business sector, which allowed partial confirmation of the hypothesis, indicating, on the one hand, the technicality of the relationship between the actors under analysis, and on the other, the decentralized conduct of the policy in question.
