Liberalismo e ditadura militar : controvérsias em

Abstract

Resumo: O período da ditadura militar brasileira apresentou diversos momentos de tensões entre as elites econômicas que buscavam a manutenção dos privilégios do capital privado nacional e do empresariado. Diante deste contexto, esta dissertação tem como objetivo analisar as tensões existentes entre capital privado nacional, capital estrangeiro e capital estatal a partir de uma publicação produzida e gerida por liberais, o anuário "Quem é quem na economia brasileira", publicação do Grupo Visão, que tinha como púbico leitor pessoas com interesses dentro da área dos negócios e da política. Os liberais que escreviam para o anuário, sobretudo figuras como Said Farhat e Henry Maksoud, tratavam de temas controversos a respeito da intervenção do governo e da inserção do capital estrangeiro na economia nacional, a partir da defesa dos interesses dos empresários nacionais. O recorte temporal estabelecido para operacionalização da pesquisa compreende os anos 1967 a 1977, tendo em vista a proposta metodológica de analisar o período de otimismo marcado pelo jargão do "milagre econômico" até sua crise em 1974, bem como o início da redemocratização e a reversão de expectativas com a campanha antiestatal, para com isto, seja possível perceber como os intelectuais liberais que escreviam para o anuário se posicionavam perante a intervenção do Estado na economia. Estes movimentos não são fixos no tempo, existem momentos de aproximação e de distanciamento destes liberais em relação ao apoio e crítica ao governo militar brasileiro, além de oscilações no pensamento no que se refere ao campo no qual estão inseridos. Diante de tal desafio, nos amparamos em autores como Pierre Bourdieu para trabalhar a noção de campo e habitus dentro da proposta dos liberais da publicação, Jean-François Sirinelli para mapearmos a rede entre os intelectuais que participavam da revista. Para a discussão a respeito de ideologia coube as contribuições de Andrew Heywood, Raymond Willians e Antonio Gramsci, e para a discussão do ciclo ideológico do desenvolvimento brasileiro utilizamos como baliza teórica as reflexões de Ricardo Bielschowsky. No que se refere ao campo historiográfico, inserimos esta pesquisa no campo da História Política e História das ideias, contribuindo para a compreensão do pensamento liberal brasileiro durante os anos da ditadura militar, percebendo seus movimentos e anseios. Abstract: The period of the Brazilian military dictatorship presented several moments of tensions between the economic elites that sought the maintenance of the privileges of the national private capital and the entrepreneurship. Given this context, this dissertation aims to analyze the tensions between national private capital, foreign capital and state capital from a publication produced and managed by liberals, the yearbook "Who is who in the Brazilian economy", a publication of the Visão Group, who had as a pubic reader people with interests within the area of business and politics. The liberals who wrote for the yearbook, especially figures such as Said Farhat and Henry Maksoud, dealt with controversial issues concerning government intervention and the insertion of foreign capital into the national economy, from the defense of the interests of national businessmen. The time cut established for the operationalization of the research comprises the years 1967 to 1977, in view of the methodological proposal to analyze the period of optimism marked by the jargon of the "economic miracle" until its crisis in 1974, as well as the beginning of redemocratization and the reversal of expectations with the anti-state campaign, in order to be able to perceive how the liberal intellectuals who wrote for the yearbook stood before the intervention of the State in the economy. These movements are not fixed in time, there are moments of approximation and distance of these liberals in relation to the support and criticism of the Brazilian military government, as well as oscillations in the thought regarding the field in which they are inserted. Faced with such a challenge, we rely on authors like Pierre Bourdieu to work on the notion of field and habitus within the proposal of the liberals of the publication, Jean-Francois Sirinelli to map the network among the intellectuals who participated in the magazine. For the discussion of ideology, the contributions of Andrew Heywood, Raymond Willians and Antonio Gramsci were used, and for the discussion of the ideological cycle of Brazilian development we used as a theoretical beacon the reflections of Ricardo Bielschowsky. As far as the historiographical field is concerned, we inserted this research in the field of Political History and History of ideas, contributing to the understanding of Brazilian liberal thinking during the years of the military dictatorship, perceiving its movements and desires.
