Arábia Saudita e a Liga dos Estados Árabes : uma análise sobre a relação entre ações de combate ao terrorismo, elaboradas pelo governo saudita e as propostas pela organização

Abstract

Resumo: A presente dissertação é resultado da pesquisa qualitativa que aborda a relação entre as medidas e ações de combate ao terrorismo, propostas pela Liga Árabe, e as medidas elaboradas pelo Estado-membro Arábia Saudita. A pesquisa foi baseada na documentação disponibilizada pela organização, pelo Estado saudita e nos dados da Database Terrorismo. O período analisado começa em 1998, ano da aprovação da Convenção para a Supressão do Terrorismo da Liga Árabe, e termina em 2008. Para desenvolver a pesquisa, utilizou-se a perspectiva institucionalista que permitiu examinar as contribuições da Liga Árabe para a prevenção e o combate ao terrorismo nos Estados-membros dessa organização regional. Por isso, a dissertação inicia apresentando conceitos e definições relativos ao papel de regimes e organizações internacionais a partir da teoria institucionalista de relações internacionais, que servirá de base para a análise desenvolvida neste trabalho. Posteriormente, são apresentados os dados e informações sobre a formação da organização, o tema da segurança coletiva dentro dela e a emergência do tema terrorismo na sua agenda. Para, na sequência, apresentar e analisar as medidas tomadas pela Arábia Saudita e identificar a relação dessas medidas com as propostas pela Liga Árabe, especialmente a partir da aprovação da Convenção para a Supressão do Terrorismo em 1998. A metodologia baseiase em uma análise institucionalista do conteúdo, sustentando a hipótese de que existe uma relação de influência entre as medidas propostas pela Liga Árabe e as adotadas posteriormente pela Arábia Saudita para diminuição da incidência do terrorismo. Constatou-se que essa influência pode ser observada no conteúdo das medidas sauditas de combate e de prevenção do terrorismo. Além disso, a Liga Árabe exerceu influência por meio dos encontros regionais destinados a discutir o tema do terrorismo no âmbito regional. Palavras-Chave: Estado-membro. Terrorismo. Abstract: This dissertation is the result of qualitative research focusing on the relationship between the measures and actions to combat terrorism, proposed by the Arab League, and the measures drawn up by the Member State Saudi Arabia. The research was based on documentation provided by the organization, the Saudi state and data Terrorism Database. The sample period begins in 1998, the year of adoption of the Convention for the Suppression of Terrorism of the Arab League, and ends in 2008. To develop the survey, we used the institutionalist perspective which allowed to examine the contributions of the Arab League for the prevention and combating terrorism in the United States of such regional organization. Therefore, the dissertation begins by presenting concepts and definitions relating to the role of international regimes and organizations from the institutionalist international relations theory, as the basis for the analysis developed in this work. Subsequently, the data and information on the formation of the organization are presented, the issue of collective security within her and the emergence of the question of terrorism on its agenda. For the following, present and analyze the measures taken by Saudi Arabia and to identify the relationship of these measures with those proposed by the Arab League, especially since the adoption of the Convention for the Suppression of Terrorism in 1998. The methodology is based on an analysis institutionalist content, supporting the hypothesis that there is an influence relationship among the measures proposed by the Arab League and later adopted by Saudi Arabia to decrease the incidence of terrorism. It was found that this influence can be seen in the content of Saudi measures to combat and prevent terrorism. In addition, the Arab League exerted influence through regional meetings to discuss the issue of terrorism at the regional level. Keywords: Member State. Terrorism. International Organizations.
