Abstract

Resumo: A inserção de Curitiba na sociedade moderna é contemporânea a de outras cidades brasileiras. Embora políticas de controle do espaço urbano já vinham sendo desenvolvidas desde pelo menos meados do oitocentos, é o período denominado de Primeira República - mais especificamente, a passagem do século XIX ao XX - que imprime de forma definitiva um ritmo mais acelerado de mudanças e inovações. O tema da segurança está, portanto, no centro das preocupações de parcela significativa da sociedade local, e esta pesquisa procura acompanhar a emergência do sentimento de insegurança que é parte constitutiva da cultura da modernidade a partir de duas perspectivas. Primeiro, procura interpretar parte dos muitos registros de novas experiências subjetivas, problematizando a construção de novas sensibilidades, profundamente articuladas à modernidade e seus desdobramentos, que se espalham e são representadas em discursos os mais diversos, especialmente os literários. Complementar a esta primeira abordagem, em um segundo momento a tese se debruça sobre a implantação de novas tecnologias de disciplina e controle da cidade e da população, notadamente os investimentos na ampliação e modernização das instituições policiais e penais. Assim, se inicialmente a intenção é compreender a constituição de novas formas de sensibilidade e suas representações em alguns discursos, pretende-se igualmente perceber de que maneira estas mudanças sensíveis se articulam, informam e estimulam transformações no mundo prático, notadamente nos chamados "dispositivos de poder".

Abstract: The insertion of Curitiba in modern society is contemporary to other Brazilian cities. Although policies to control urban space had been developed since the mid 1800s, it is the period called First Republic - more specifically, the transition from the 19th to the 20th century - which definitely sets a more accelerated pace for changes and innovation. The theme of security lies, therefore, at the core of preoccupations for a significant part of local society, and this research aims to observe the rise of the feeling of insecurity which is a constitutive part of the culture of modernity from two perspectives. First, it seeks to interpret part of the many records of new subjective experiences, discussing the construction of new esthesia - deeply articulated into modernity and its effects - which spread themselves and are represented in several discourses, especially the literary ones. As a complement to this first approach, in a second phase the thesis moves towards the implementation of new technologies of discipline and control of the city and the population, notably investments on the expansion and modernization of the police and criminal institutions. Therefore, if the initial intention is to understand the constitution of new ways of esthesia and its representations in some discourses, it is likewise intended to perceive in which way these changes in esthesia articulate, inform and motivate transformations in the practical world, notably in the so called "devices of power".
