A Batalha da Copel : governo, parlamento e movimento social em ação.

Abstract

Resumo: A presente dissertação é resultado de uma pesquisa bibliográfica e documental, que trata a relação entre o ideário neoliberal, presente no Brasil, sobretudo no governo presidencial de Fernando Henrique Cardoso e do governador Jaime Lerner. Bem como a sua relação com o movimento social em defesa da Copel entre os anos de 1998 e 2002. A rigor, o pensamento neoliberal orientou as ações políticas do overno do Estado e serviu de fundamento teórico, político, econômico e cultural para o planejamento das ações de governo em relação aos movimentos sociais no Estado do Paraná no período pesquisado. A presente dissertação está estruturada em três capítulos: no primeiro capítulo analisamos o Estado brasileiro a partir de suas características e especificidades, à luz das transformações estruturais do capitalismo, sobretudo, do neoliberalismo, culminando com o impacto das privatizações como política de governo desse período; no segundo capítulo, tratamos mais especificamente das relações entre os poderes Executivo e Legislativo paranaense, enfocando os dilemas e as controvérsias que os envolveram, destacando as manobras políticas no caso da votação da privatização da Copel; já no terceiro capítulo, partimos de um marco teórico sobre os movimentos sociais Latino-americano até o caso paranaense de formação do Fórum Popular Contra a Venda da Copel, tendo como ápice a votação do Projeto de Iniciativa Popular na Assembléia Legislativa do Paraná. A partir deste panorama histórico, social, político e eco ômico, torna-se clara a percepção da presença e influência neoliberal sobre as políticas adotadas pelo governo brasileiro, bem como a importância dos movimentos sociais como frente de resistência as mesmas.

Abstract: The present dissertation is the result of a bibliographic and documentary research which discuss the relation between the neoliberal ideary – current in Brazil especially in the of Fernando Henrique Cardoso’s presidential government and the Jaime Lerner’s state government – and the social movement in defense of COPEL between the years 1998- 2002. Precisely, the neoliberal thought oriented the political actions of state government and served as political, economical and cultural footing for the planning of governmental actions in relation to social movements in the state of Parana in the searched period. In this direction, the work meets structuralized in three chapters: in the first chapter, it has been analyzed the Brazilian State from its characteristics and specifities, to the light of the structural transformations of the capitalism, specially of the neoliberalism, culminating with the impact of the privatizations as government politics of this period; in the second chapter, it has been discussed more specifically the relations between the Executive and Legislature of Parana, focusing the quandaries and the controversies that had involved them, detaching the political maneuvers in the case of the voting of the COPEL privatization; following the third chapter, it has been left of a theoretical landmark on the Latin American social movements until the formation case of Popular Forum Against the Sale of COPEL, having as apex the voting of Project of Popular Initiative in the State Legislature of Parana. From this historical panorama, the neoliberal influence becomes clear on the politics adopted for the Brazilian government, as well as the importance of the social movements as resistance front of them.
