Visões do desenvolvimento : as perspectivas de Celso Furtado e Douglass North sobre o desenvolvimento econômico

Resumo: O estudo do desenvolvimento tem como objetivo entender as causas de por que a maioria dos países não consegue um crescimento sustentado de sua renda e dos seus padrões de vida. A presente Dissertação busca discutir duas visões importantes sobre o Desenvolvimento Econômico. Analisam-se as idéias neoinstitucionalistas de Douglass North e as estruturalistas de Celso Furtado, o apresentando o papel as instituições nos dois autores e buscando-se realçar que apesar da aparente divergência, elas têm importantes pontos em comum, e mais, podem ser complementares expondo importantes elementos sobre a problemática do desenvolvimento nacional das economias subdesenvolvidas. Além disso, destacamos quais as especificidades dos países subdesenvolvidos não abrangidas pela teoria neo-institucionalista e mostramos, brevemente, como se desenvolveu uma literatura "macro-econométrica institucionalista" a partir das idéias de North e como a análise de Furtado pode contribuir para essa discussão. Para isso, o texto divide-se em três partes: na primeira aborda-se o papel do Estado e sua interação com as instituições nas duas visões; em seguida, são apresentadas as bases teóricas da análise neo-institucionalista e também a literatura empírica que se seguiu; a terceira parte trata da visão de Celso Furtado sobre o desenvolvimento, destacando o papel que as instituições têm na sua teoria; finalmente, na quarta parte, tecemos algumas considerações finais. Abstract: The study of the development aims to understand the causes of why most countries do not get a sustained growth of their income and their living standards. This text discusses two major views on Economic Development. It examines the neoinstitutionalist view of Douglass North and the structuralism of Celso Furtado, it presents the role of the institutions in the two authors and seeks to emphasize that despite the apparent divergence, they have important points in common, and more, can be complementary, exposing important elements on the problem of underdeveloped economies. Moreover, we highlight the particular features of developing countries not covered by neo-institutional theory and show, briefly, how the "macro-econometric" institucionalist literature used the ideas from the North and how Furtado's analysis can contribute to this discussion. For this, the text is divided into three parts: the first addresses the role of the state and its interaction with institutions in the two visions; then it presents the theoretical analysis of neoinstitutionalist and also the empirical literature that followed; the third part presents the vision of Celso Furtado on the development, highlighting the role that institutions have in his theory, finally, the fourth part concludes
