Territórios rurais na Região Metropolitana de Curitiba : o papel do meio técnico-científico-informacional na reconfiguração territorial do meio ambiente de pequenas comunidades de agricultores familiares

Abstract

Resumo: Esta tese analisa o impacto social e ambiental dos elementos fixos sobre os territórios rurais na Região Metropolitana de Curitiba (RMC), por meio dos objetos infra-estruturais e pelas formas de acesso aos serviços de educação, saúde e apoio à produção pela pequena agricultura familiar. Entende que os territórios-rurais são dotados de certas especificidades e estão em constante mudança em função das relações que estabelecem com diferentes níveis urbanos num contexto metropolitano. O rural é compreendido em relação à sua localização e inserção na Região Metropolitana de Curitiba com seus conflitos e contradições de ordem urbano-ambiental. Verifica, também, que as transformações no uso e ocupação do solo são influenciadas pela questão ambiental, dada pelos conflitos, contradições e usos compartilhados dos recursos naturais na RMC. Tal fato provoca, por um lado, um novo processo de seletividade da pequena agricultura familiar ao mesmo tempo em que estabelece uma nova relação de complementaridade e subalternidade na dinâmica urbano-rural. Por outro lado, elas reorientam as estratégias de reprodução social da pequena agricultura familiar viabilizando sua permanência nas localidades. A tese toma como principal referencial o conceito de território usado de Milton Santos e a análise das mudanças sobre o ambiente natural exercido pelo meio técnico-científico-informacional, a partir da idéia de reconfiguração territorial, é realizada no estudo dos territórios-rurais de Mergulhão, Santo Amaro Um e Postinho. Todos localizados no sul da RMC. Esses aspectos são abordados à luz da pesquisa interdisciplinar realizada no Doutorado de Meio Ambiente e Desenvolvimento da UFPR.

Abstract: This thesis analyzes the social and environmental impact of the fixed elements on the rural territories in the Metropolitan Area of Curitiba (MAC), both through the infrastructural objects and for the access forms to the services of education, health and support to the production for the small family farms. It understands that the ruralterritories are endowed with certain specificities and they are in constant change in function of the relationships that establish with different urban levels in a metropolitan context. The rural is understood in relation to its location and insert in the Metropolitan Area of Curitiba with their conflicts and contradictions of urbanenvironmental order. It verifies, also, that the transformations in the use and occupation of the soil are influenced by the environmental subject, given by the conflicts, contradictions and shared uses of the natural resources in MAC. Such fact provokes, on one side, a new process of selectivity of the small family farms at the same time in that it establishes a new relationship of complementarity and subalternity in the urban-rural dynamics. On the other hand, they reorient the strategies of social reproduction of the small family farms making possible its permanence in the places. The thesis takes as main referential the concept of Milton Santos's used territory and the analysis of the changes on the natural environment exercised by the technician-scientific-informational sorrounding, starting from the idea of territorial reconfiguration, it is accomplished in the study of the rural-territories of Mergulhão, Santo Amaro Um and Postinho. All located in the south of the MAC. Those aspects are approached to the light of the interdisciplinary research accomplished in the Doctorate in Environment and Development of the UFPR.
