Captação de recursos para micro-empresas : proposta de um curso a distância

Não inclui resumo Resumo: A globalização e a informatização têm provocado alterações na condução das organizações desde as
últimas décadas do século XX. No caso da promoção do desenvolvimento social normalmente a
atuação das organizações públicas se dá na forma tradicional, mas os fenômenos vistos acima têm
apontado para a necessidade de estudos específicos que analisem como os conceitos fundamentais
de redes estão influenciando a concepção das políticas públicas e as estruturas concebidas para
colocá-las em prática, especialmente na questão da inclusão digital. Investigando a utilização da
estratégia de rede como novo modelo organizacional para a resolução da exclusão digital em
contraposição às estruturas burocráticas públicas tradicionais em prefeituras da região metropolitana
de Curitiba, essa pesquisa contribui para o aumento do conhecimento sobre a estrutura de rede como
um conjunto de estratégias destinadas a minimizar custos, adquirir competências tecnológicas de
vanguarda e compartilhar recursos e informações entre agências governamentais e destas com as
redes sociais e organizações privadas permitindo assim a criação de competência organizacional
para tratar problemas sociais tais como o da "exclusão digital". Por meio de entrevistas semiestruturadas, observação não-partidpante e questionários aplicados aos servidores municipais,
instrumentalizou-se o problema proposto. O delineamento da pesquisa é de um estudo exploratório
pelo método de casos múltiplos. A perspectiva de análise é exploratório-qualitativa e a perspectiva de
estudo é transversal. A técnica de análise de conteúdo utilizada para a identificação das estratégias
de ação das organizações públicas em estudo, foi a análise categorial e o levantamento das políticas
públicas e das estratégias de ação detectados em cada projeto de Inclusão Digital foi confrontado
com as características das Organizações Tradicionais e da Estratégia de Redes contidos na base
Teórico-Empírica deste trabalho, com o objetivo de enquadrá-los em uma das duas estruturas de
gestão. Os resultados indicam uma mesma dinâmica quanto à formulação, estruturação e
implementação de políticas públicas para inclusão digital. Embora não estejam todos num mesmo
estágio, é possível delinear um modelo baseado na trajetória de cada um dos 7 municípios,
concebido em quatro etapas cuja lógica está respaldada nos dados (primários e secundários) de cada
município. Na primeira etapa fica caracterizada a existência de uma estrutura de "Rede informal". Na
segunda etapa se caracteriza a estrutura de "Rede Formal" mantida nas duas etapas seguintes, o
que leva a inferir que, a continuidade da forma de organização em rede será imposta pela
complexidade das novas tecnologias, uma vez que as organizações tradicionais já não conseguem
reunir, em seus limites, a variedade de capacitações e conhecimentos demandada para lidar com
êxito com essas tecnologias e a tendência é a consolidação desse padrão organizativo bem como a

traditionally found in the town halls of the metropolitan region of Curitiba - this paper contributes to the
full knowledge about the network structure as a set of strategies destined to minimize costs, acquire
cutting-edge technological skills and share and exchange resources and information among
governmental offices and from such bodies to social networks and private entities, allowing the
creation of organizational competency capable of dealing with social problems such as ‘digital
exclusion’. By means of semi-structured interviews, non-participating observation and questionnaires
answered by municipal civil servants, the proposed issue was made instrumental. The underlying of
the research is of an exploratory study, using the multiple case method. The perspective of the
analysis is exploratory-quantitative and the study perspective is transversal. The technique used to
analyze the content - to identity the action strategies used at the public offices under study - was the
category analysis and survey on public policies and action strategies detected in each ‘Digital
Inclusion’ project against characteristics found in the Traditional Structures and Network Strategies -
both found in the Theoretical-Empiric basis of this paper, aiming at framing them in one of the two
management structures. The results point to the same dynamics in terms of formulation, structuring
and implementation of public policies aiming at ‘digital inclusion’. Although not all of them are at the
same level, it is possible to underline a model base on the path followed by each of the seven
municipalities, divided into four stages - and the rationale behind the process is based on data
(primary and secondary) from each municipality. During the first stage there is a ‘formal network’
structure. In the second stage the Formal Network is kept throughout the following two stages, which
let us infer that the continuity in the form of organization, in the network, will be imposed by the
complexity of new technologies once traditional bureaucracy is not anymore capable of gathering
within its boundaries the various empowerments and knowledge necessary for a successful handling
of such technologies and the trend is the consolidation of such organizational standard as well as its
