Licenciamento ambiental - estudo de caso na empresas de lavagem de veículos automotores no município de Araucária - PR

Abstract

Resumo: Tendo em vista que a aplicação do licenciamento ambiental reflete, ou contribui, para um meio ambiente mais sustentável, a presente pesquisa buscou identificar as dificuldades na implantação deste instrumento, a fim de avaliar o licenciamento ambiental do município de Araucária, no estado do Paraná, de acordo com as exigências da legislação federal, estadual e municipal, das empresas de lavagem de veículos automotores. Para tanto foi necessário descrever as principias características do licenciamento ambiental, identificar o perfil dos estabelecimentos e avaliar a atual situação das licenças emitidas no município. Realizou-se, então, uma pesquisa bibliográfica, documental e no website da prefeitura. Diante disso, verificou-se que o licenciamento ambiental municipal tem várias categorias, sendo que as empresas, divididas por portes, solicitam as licenças e a Secretaria Municipal do Meio Ambiente as emite, o que impõe a constatação de que existem dificuldades burocráticas, financeiras ou falta de informações para as empresas e, para a Secretaria Municipal de Meio Ambiente, há dificuldade de controle, fiscalização e monitoramento

Abstract: Bearing in mind that the Environmental Licensing application reflects or contributes to a more Sustainable Environment, the present research sought to identify the difficulties in implementing this instrument, in order to assess the Environmental Licensing of the municipality of Araucária, in the state of Paraná, according to the requirements of federal, state and municipal legislation for car wash companies. Therefore, it is necessary to describe the main characteristics of environmental licensing, identify the profile of establishments and assess the current situation of licenses issued in the municipality. Then, a bibliographical, documentary and website search of the city hall is carried out. Therefore, it appears that the Municipal Environmental Licensing has several categories, companies are divided by size, licenses are requested by companies and the Municipal Environment Secretariat issues licenses, which imposes the verification that there are difficulties, for companies have bureaucratic, financial or lack of information difficulties, whereas the Municipal Environment Secretariat has difficulties in control, inspection and monitoring
