As industrias de pequeno porte na cidade industrial de Curitiba e suas possibilidades de sobrevivência na reestruturação industrial

Abstract

Resumo: Desde a última década Curitiba vem passado por inúmeras transformações, assumindo, no quadro da Região Metropolitana, outras funções que não mais locus de produção industrial. A Cidade Industrial de Curitiba, bairro que desde da década de 70 era a área de atração de grandes indústrias, perde este papel para outros municípios da Região Metropolitana. A antiga CIC SA, que passa a se chamar Companhia de Desenvolvimento de Curitiba, assume o compromisso com o "desenvolvimento" de Curitiba, e não mais com a área do bairro CIC, como no passado, voltando seu foco para a promoção do desenvolvimento via incentivo das atividades ligadas aos serviços. Aliada a estes fatos, a reestruturação industrial, que afetou e continua afetando grande parcela dos parques fabris, exige das empresas reformularem suas estratégias de ação, alterando e recompondo suas relações intra e inter firma; muitas empresas passam a desconcentrar suas atividades ao longo de várias redes de pequenas e médias empresas especializadas, permitindo assim a produção em plantas menores - neste quadro, a presença de redes de empresas ou clusters são considerados fatores positivos de competitividade. Dentro deste quadro, e com base nas análises da Teoria da Regulação, analisamos as pequenas empresas instaladas na CIC, verificando o quando estão preparadas para a reestruturação industrial vigente, que medidas tem tomados para serem competitivas, aí incluindo-se iniciativas próprias ou eventualmente incentivadas por agências de desenvolvimento de formação de redes ou clusters, apontando para uma nova possibilidade de atuação das indústrias das CIC. A industrialização do Brasil e do Paraná são tratados para compreendermos o universo das pequenas industriais da CIC, bem como o próprio desenvolvimento deste parque industrial

Abstract: Since the last decade Curitiba passed for innumerable transformations, assuming, in the scenario of the Metropolitan Region, other functions that not more locus of industrial production. The Industrial City of Curitiba - CIC, quarter that since the 70's was the attracting area for large industries, loses this paper for other eities of the Metropolitan Region. The old CIC SA, that changed its name to Companhia de Desenvolvimento Curitiba, assumes the commitment with the "development" of Curitiba, and not more with the development of the quarter CIC, as in the past, focusing the promotion of the development through incentives for companies of the Services seetor. Allied to these facts, the industrial reorganization, that affected and continues affecting great portion of the industry, demands of the companies to reformulate its strategies of action, modifying and reformatting its relations intra and inter firms; many companies start to disconcentrate its activities throughout some average small networks of specialized companies, thus allowing the production in lesser plants - in this picture, the presence of networks of companies, or clusters, is considered a positive factor of competitiveness. In this scenario, and on the basis of the analyses of the Theory of the Regulation, we analyze the small companies installed in the CIC, verifying how much they are prepared for the effective industrial reorganization, what actions they took to be competitive, including initiatives related to the development of networks or clusters, proper or stimulated by agencies of development, and signaling a new possibility of action of the industries of the CIC. The industrialization of Brazil and Paraná are reviewed to understand the universe of the small industriais of the CIC, as well as the proper development of this industrial park
