Necessidade de informação dos gestores da Secretaria de Estado da Educação do Estado do Paraná

Abstract

Resumo: Em sua prática diária, os gestores públicos deparam-se com uma variedade de informações que culminarão em processos de tomada de decisão, que precisam ser assertivas para o bom desenvolvimento do serviço público. Esta pesquisa é um estudo de caso que objetivou analisar as necessidades de informação para tomada de decisão dos gestores da Secretaria de Estado da Educação e do Esporte (Seed) do Estado do Paraná - especificamente para identificar e categorizar as necessidades de informação para tomada de decisão destes gestores, e reconhecer se estas necessidades são atendidas pelo Sistema Estadual de Registro Escolar (Sere). Desenvolveu-se uma pesquisa de abordagem qualitativa, sendo exploratória e descritiva quanto aos objetivos. O estudo de caso e a análise documental apoiaram a pesquisa como um todo, do ponto de vista dos procedimentos. Realizou-se uma pesquisa documental com levantamento da base documental do Sere, com estudos já realizados, e a base legal disponível em websites governamentais. Para coleta optou-se pela formulação e aplicação de um questionário com perguntas abertas e fechadas. O público-alvo da pesquisa é formado por gestores da Seed, que ocupam cargos de chefia, direção e/ou assessoria. O estudo identificou as necessidades de informação nas categorias de informação de pessoal (para determinar o tamanho do corpo escolar), informação física (para previsão de espaços físicos para abrigar o ambiente escolar), e de informação logística (para ajudar em planejamento, controle e fluxo de serviços). O estudo reconhece, ainda, que o Sere atende às necessidades de informação em cinco aspectos: (i) turmas e matrículas; (ii) previsão de alunos ingressantes no sexto ano, (iii) funcionários e docentes na divisão por escola, munícipio e Núcleo Regional de Educação dentro da estrutura da Seed; (iv) rendimento escolar; (v) e infraestrutura dos estabelecimentos de ensino. A dispersão e a divergência das informações, a falta de integração e formação para utilização dos sistemas foram algumas das dificuldades apontadas neste estudo. A pesquisa pretende contribuir na melhoria da compreensão das necessidades informacionais destes gestores, e no reconhecimento se o sistema de informação utilizado atente às necessidades para tomada de decisão, e seu impacto no cumprimento de metas, e nos mais diversos investimentos em educação com efeito direto na comunidade escolar e, consequentemente, na sociedade paranaense.

Abstract: In their daily practice, public managers are faced with a variety of information that will culminate in decision-making processes, which need to be assertive for the good development of the public service. This research is a case study that aimed to analyze the information needs for decision-making of the managers of the State Secretary for Education and Sport (Seed, in the acronym in Portuguese) of the State of Paraná - specifically to identify and categorize the information needs for decision-making of these managers, and recognize whether these needs are met by the State System of School Registration (Sere, in the acronym in Portuguese). Research with a qualitative approach was developed, being exploratory and descriptive in terms of objectives. The case study and document analysis supported the investigation as a whole, from the point of view of procedures. Documentary research was carried out with a survey of the Sere documentary base, with studies already carried out, and the legal basis available on government websites. It was decided to formulate and apply a questionnaire with open and closed questions for collection. The target audience of the research is made up of Seed managers, who occupy leadership, direction, and/or advisory positions. The study identified information needs in the categories of personnel information (to determine the size of the school staff), physical information (to predict physical spaces to house the school environment), and logistical information (to help with planning, control, and service flow). The study also recognizes that Sere meets information needs in five aspects: (i) classes and enrollments; (ii) forecast of students entering the sixth year, (iii) employees and teachers in the division by the school, municipality, and Regional Education Center (NRE, in the acronym in Portuguese) within the structure of Seed; (iv) school performance; (v) and infrastructure of educational establishments. The dispersion and divergence of information and the lack of integration and training to use the systems were some of the difficulties pointed out in this study. The research intends to contribute to the improvement of the understanding of the informational needs of these managers, and in the recognition, if the information system used attends to the needs for decision-making, and its impact in the accomplishment of goals, and in the most diverse investments in education with direct effect in the school community and, consequently, in Paraná society.
