Diversificação da matriz energética como solução à penúria de eletricidade na África subsaariana : o caso do Togo

Resumo: O continente Africano se revela um dos mais ricos em recursos energéticos, porém a sua capacidade de exploração e de uso é mínima. A grande maioria dos países enfrenta crises energéticas. No caso do Togo, a singularidade da fonte energética acarretou a dependência do sistema elétrico de uma única fonte. Observa-se, portanto, um aproveitamento inadequado da variedade das fontes notadamente fotovoltaica, eólica, gás natural, nuclear, entre outros. O presente estudo propõe a diversificação de matriz energética como uma solução adequada e eficiente para mitigar a penúria de eletricidade e os problemas decorrentes, e almejar independência e autossuficiência energética. A preocupação de criar um sistema que garanta a segurança no fornecimento de energia, propicie tarifas baixas e que seja ambientalmente sustentável, bem como as características climáticas e hidrográficas, fizeram com que fossem adotadas fontes renováveis, tais como hidrelétrica, fotovoltaica e eólica. A fim de elaborar uma combinação ótima entre as três fontes de energia, foi elaborada uma abordagem baseada na Moderna Teoria de Portfólio de Markowitz, com o objetivo de encontrar a fronteira eficiente entre as fontes. Em seguida, foram elaboradas cartografias, a partir do software QGIS, que apresentam as regiões potencialmente propícias para as três fontes estudadas e que guiaram a coleta de dados das séries históricas de vazão, de velocidade de vento e de irradiação solar. Por fim, foi encontrada uma nova matriz otimizada, composta das três fontes anteriormente citadas e capaz de suprir a demanda nacional em eletricidade. Abstract: The African continent proves to be one of the richest in energy resources, but its capacity for exploration and use is minimal. The vast majority of countries face energy crises. In the case of Togo, the singularity of the energy source resulted in the dependence of the electrical system on a single source. Therefore, there is an inadequate use of the variety of sources notably photovoltaic, wind power, natural gas, nuclear, among others. The present study presents the diversification of the energy matrix as an adequate and efficient solution to mitigate the shortage of electricity and the resulting problems, and to aim for energy independence and self-sufficiency. The concern to create a system that guarantees the security of energy supply, that provides low fares and that is environmentally sustainable, and the climatic and hydrographic characteristics, led to the adoption of renewable sources such as hydroelectric, photovoltaic and wind power. In order to elaborate an optimal combination between the three energy sources addressed in this work, an approach based on Markowitz's Modern Portfolio Theory was adopted, with the objective of finding the efficient frontier between the sources. Additionally, some maps were made by using the QGIS software, which presents the regions with a high potential for the three studied sources and which guided the data collection of the historical series of flow, wind speed and solar irradiation. Finally, a new optimized matrix was found, composed of the three sources previously mentioned and capable of fulfilling the national demand for electricity.
