Entre o enunciado e a prática : ocupação e organização do espaço urbano de São Luís (final do século XVII e início do século XVIII))

Abstract

Resumo: A instalação das câmaras municipais ou concelhos visava à organização políticoadministrativa das cidades criadas pelos portugueses, tanto no reino como nos territórios de além-mar. Estas instâncias possuíam jurisdição sobre diversos assuntos que tocavam a vida da comunidade e tiveram um papel significativo no processo de constituição dos núcleos urbanos coloniais. Esta dissertação trata da relação entre a Câmara de São Luís, no Maranhão, e os moradores da cidade no tocante à ocupação e à organização do espaço urbano entre o final do século XVII e início do século XVIII. Ao revelar medidas e proibições estabelecidas pela instância de poder local, a documentação camarária demonstra que havia uma orientação ou, pelo menos, uma expectativa de como o espaço da cidade deveria ser ocupado e gerenciado, tanto em relação ao acesso à terra urbana, como às atividades praticadas pelos moradores, à manutenção de áreas públicas e demais aspectos da vida citadina sob a interferência dos camaristas. Os descumprimentos dos indivíduos e a existência de mecanismos de ameaça e punição, por sua vez, mostram que aquele espaço também foi sendo constituído por meio de ações ou costumes assentados no cotidiano e nas necessidades da população. A influência do poder municipal e as práticas dos moradores possibilitam analisar relações engendradas no e com o espaço urbano naquela sociedade. Abstract: The installation of chambers or councils aimed at the political-administrative organization of municipalities created by the Portuguese, both in the kingdom and in territories overseas. These instances had jurisdiction over several issues that concerned the life of the community and played a significant role in the process of constituting colonial urban centers. This dissertation deals with the relationship between the São Luís Chamber, in Maranhão, and the city's residents regarding the occupation and organization of urban space between the end of the 17th century and the beginning of the 18th century. By revealing standards and prohibitions established by the local authorities, the municipal documentation demonstrates that there was an orientation or, at least, an expectation of how the city space should be occupied and managed, both in relation to the access to urban land, as well as the activities practiced by the residents, the maintenance of public areas and other aspects of city life under the interference of the city council members. The non-compliance by individuals and the existence of mechanisms of threat and punishment, in turn, show that that space was also being constituted through actions or customs based on the daily life and the needs of the population. The influence of the municipal power and the practices of the residents make it possible to analyze relations constituted in and with the urban space in that society.
