BNDES : um olhar para a política no Brasil e a prosopografia de seus presidentes (1985-2014)

Abstract

Resumo: A presente dissertação tem como tema de pesquisa o Banco Nacional de Desenvolvimento Econômico e Social (BNDES) devido a sua importância no contexto de diferentes períodos da história da economia nacional. Analisa-se as biografias dos 19 presidentes do BNDES desde o período da redemocratização, seus capitais sociais, culturais e familiares como condutores da ocupação dos referidos cargos. A prosopografia foi adotada como um método de análise, num contexto de tecnocracia nacional, com o objetivo de dirigir um olhar sociológico a respeito das conexões entre os capitais sociais e indicações a órgãos públicos. Esse período compreende o governo de José Sarney até o final do primeiro mandato da presidente Dilma Rousseff. A opção pela proposta de pesquisa do NEP (Núcleo de Estudos do Paraná) deve-se as suas contribuições com o estudo da genealogia, constituindo-se nos parâmetros aos quais as pesquisas aqui realizadas se pautam. O foco principal desse estudo são as biografias coletivas sendo as leituras da sociologia elementos interpretativos que apontam para a desnaturalização da meritocracia. O destaque dado na história política e econômica do país é analisada através dos conceitos de campo e subcampo, desenvolvidos por Pierre Bourdieu, pois entende-se a conformidade do banco com a efetivação das políticas do governo. As fontes utilizadas para o levantamento das biografias são as disponíveis no site da Fundação Getúlio Vargas - arquivos CPDOC, referente aos biografados. Abstract: This dissertation has as research theme the National Bank for Economic and Social Development (BNDES) due to its importance in the context of different periods in the history of the national economy. The biographies of the 19 presidents of the BNDES since the period of re-democratization, their social, cultural and family capital as drivers of the occupation of these positions are analyzed. Prosopography was adopted as a method of analysis, in a context of national technocracy, with the objective of directing a sociological look at the connections between social capital and nominations to public bodies. This period includes the government of José Sarney until the end of President Dilma Rousseff's first term. The option for the research proposal of the NEP (Nucleus of Studies of Paraná) is due to its contributions to the study of genealogy, constituting the parameters to which the researches conducted here are based. The main focus of this study is the collective biographies, the readings of sociology being interpretive elements that point to the denaturalization of meritocracy. The highlight given in the political and economic history of the country is analyzed through the concepts of field and subfield, developed by Pierre Bourdieu, as he understands the bank's compliance with the implementation of government policies. The sources used to survey the biographies are those available on the Fundação Getúlio Vargas website - CPDOC files, referring to the biographies. Keywords: BNDES; Prosopography; Genealogy.
