Território e territorialidade : uma análise de ocupações irregulares em Guaratuba-PR

Abstract

Resumo Este trabalho tem como objeto de estudo os determinantes das ocupações irregulares em Guaratuba-PR e a condição de permanência das pessoas nesses territórios. Objetivo dessa dissertação é compreender os determinantes e as condições de permanência das pessoas em ocupações irregulares no Bairro Carvoeiro, lócus da pesquisa. Os objetivos específicos buscaram identificar procedência, analisar os elementos que determinam a condição de permanência na ocupação irregular, bem como entender a dinâmica da construção da territorialidade, identificar serviços sociais acessados pelos entrevistados e contribuir com a análise e elaboração de políticas públicas relativas a ocupação de território em Guaratuba. A metodologia utilizada nesse trabalho foi a pesquisa qualitativa com abordagem de campo, utilizando a técnica de entrevista, e para interpretação de dados da pesquisa foi utilizada análise de conteúdo. As categorias centrais utilizadas nessa pesquisa são território e territorialidade que desdobram nas categorias deslocamento, resistência e pertencimento. Os autores utilizados para compreender todos esses movimentos da ocupação irregular são as autoras Raquel Rolnik e Ermínia Maricato. O território do Bairro Carvoeiro se constrói através dos moradores que lá escolheram viver e pertencer. Já a territorialidade é como esses moradores percebem o território, como organizam o espaço e lhe atribuem significado. O território das ocupações irregulares cria seus próprios valores, identidades, tendo suas próprias significações. Sendo que esses valores e identificações vão se ampliar e formar uma territorialidade. O que determina as condições de permanência das pessoas em ocupações irregulares frequentemente são a família, não somente consanguínea, mas redes de vizinhança e afinidade, trabalho e emprego; bairro ser tranquilo e por questão religiosa algumas vezes; facilidade de deslocamento até o centro comercial e outros serviços. Abstract This study has an object of study the determinants of the irregular occupations in Guaratuba-PR and the condition of the permanence of the people in these territories. The objective of this dissertation is to understand the determinants and the conditions of the permanence of the people in irregular occupations in the Carvoeiro Neighborhood, the locus of the research. The specific objectives sought to identify the origin, analyze the elements that determine the condition of the permanence in the irregular occupation, as well as to understand the dynamics of the construction of the territoriality, to identify social services accessed by the interviewees and to contribute with the analysis and elaboration of public policies related to the occupation of territory in Guaratuba. The methodology used in this work was the qualitative research, with field approach using the interview technique and for the interpretation of data of the research was used content analysis. The central categories used in this research are territory and territoriality that unfold in the categories displacement, resistance and belonging. The authors used to understand all these movements of irregular occupation are the authors Rolnik and Maricato. The territory of the Carvoeiro Quarter is built through the residents who chose to live and belong there. Territoriality is how these inhabitants perceive the territory, how they organize space and give it meaning. The territory of irregular occupations is creating its own values, identities, having their own meanings. Being that these values and identifications will expand and form territoriality. What determines the conditions of permanence of people in irregular occupations are often the family, not only inbreeding, but networks of neighborhood and affinity, work and employment; neighborhood to be quiet, quiet and for religious reasons other times; ease of travel to the mall and other services.
