A proposta de educação dos servidores públicos federais na reforma do estado (1995-2002)

Resumo: Este trabalho se inscreve na temática organização e gestão dos processos de formação humana, com enfoque na área de educação e trabalho, objetivando analisar as políticas de qualificação dos servidores públicos federais, na proposta de reestruturação e reforma do Estado, expressada pelo neoliberalismo durante o governo de Fernando Henrique Cardoso, verificando as mudanças ocorridas no mundo do trabalho e as exigências dos servidores se adequarem às novas competências. Trata dos programas de qualificação dos servidores públicos federais, orientados para a reconstrução do Estado, e para a passagem do Estado Burocrático ao modelo gerencial. A reforma do Estado inicialmente é abordada e priorizada como resposta à crise provocada pelo fim do Welfare State e o surgimento de um novo Estado, tido como neoliberal, por focar-se no mercado, como regulador das políticas de ajuste fiscal e contenção dos gastos públicos. A evolução da administração pública brasileira é abordada para compreensão das limitações impostas pela herança patrimonialista e clientelista existente no aparelho do Estado, e pelo modelo burocrático ainda existente na esfera pública. A reforma do Estado é valorizada pela busca de eficiência, de melhoria dos serviços prestados à sociedade e pelos aspectos de controle e desenvolvimento da área de recursos humanos. Este estudo buscou destacar a existência de programas de capacitação de pessoal, que somados às políticas que tratam dos processos de seletividade, remuneração, avaliação meritória por desempenho e produtividade, e valorização das carreiras exclusivas do Estado, compõem o arcabouço conceituai para a reforma da administração pública no Brasil. Contudo, observou-se que o investimento em profissionalização e qualificação dos quadros feito até então, bem como as propostas políticas de valorização do servidor, não promoveram a mudança cultural e política esperada na reorganização estrutural do setor público. Abstract: The present work enlists itself in the thematic organization and management of the human formation processes, focusing on the education and work area, aiming to analyze the qualification policies of the federal public workers, with the proposal of restructure and reformation of the State, expressed by the neo-liberalism during the government of Fernando Henrique Cardoso, checking on the changes that occurred in the work world and the requirements made by the public workers aiming to adapt themselves to the new competencies. It is about the qualification programs for federal public workers, who were oriented for the reconstruction of the State and for the crossing from the Bureaucratic State to the Management Model. Such reformation of the State is initially approached and taken as a priority as an answer to the crisis provoked by the end of the Welfare State and by the emerging of the new State, seen as neo-liberal for focusing on the market as a regulator for the policies of fiscal adjustment and contention of the public expenses. The evolution of the Brazilian public administration is approached for the understanding of the limitations which were imposed by the patrimonial and client centered inheritance that exist in the State instrument, and by the bureaucratic model that is still existing in the public sphere. The reformation of the State is prized by the search for efficiency, improvement of the services rendered to the society and by the control and development aspects of the area of Human Resources. This study tried to stand out the existence of programs for the staff capability actions, due to the fact that once they are added to the policies that treat the processes of selection, remuneration and merit evaluation in accordance with performance, productivity and valuation of the exclusive careers of the State, they compound the appraisal framework for the reformation of the public administration in Brazil. Nevertheless, it was observed that the investment in professional improvement and qualification of the charts that has been done so far, as well as the proposed policies for the appraisal of the worker, haven't encouraged the cultural and political change that was expected for the structural reorganization of the public sector.
