Leitura socioambiental do território : o desenvolvimento a partir dos atores da área rural de Paranaguá

Abstract

Resumo: A crise socioambiental no contexto global, consequência da busca pelo crescimento econômico em consonância a lógica urbana-industrial, poderia não ter ocorrido se voltasse para o desenvolvimento, já que este visa interligar as dimensões ambientais, culturais, econômicas e sociais, gerando a harmonia entre elas. O universo rural é uma diversidade de paisagens com potenciais de uso dos recursos naturais, com estruturas sociais e manifestações culturais que promovem a identidade intrínseca de cada território, com símbolos e referência identitária no modo de vida socioeconômico e sociocultural diversos, gerando complexidades socioambientais. No rural seus atores sociais, dentre os quais, o agricultor familiar, reconstroem o lugar, o território. O que justifica realizar a pesquisa na abrangência das Colônias na PR 508, área rural de Paranaguá, no Litoral do Paraná. Se trata de territórios influenciados por atividades econômicas relacionadas ao complexo portuário e do turismo de sol e mar, agregando problemas decorrentes da urbanização e transformações dos modais de infraestruturas viárias. A finalidade da pesquisa, assim busca compreender como o modelo de desenvolvimento hegemônico influenciou na organização dos territórios rurais das Colônias, observando-se como este modelo é reproduzido socioculturalmente e socioambientalmente, a partir dos agricultores familiares, e o ordenamento do uso do solo que fizeram. A metodologia utilizada foi um estudo de caso com entrevistasemiestrutura com os tomadores de decisão, da esfera pública, e os agricultores familiares das Colônias. Dos resultados foram que a agricultura é uma atividade produtiva importante para o abastecimento de alimentos para a população que vive na cidade e para a manutenção do modo de vida rural, registrando o continnum existente entre o urbano e o rural ou a cidade e o campo. A biodiversidade do local é rica. A cultura diferencia-se da cidade. Conclui-se sobre a possibilidade de ter o ecodesenvolvimento como proposto por Ignacy Sachs, ou de desenvolvimento das liberdades de Amartya Sen. O que se observou com a pesquisa é que o desenvolvimento da área rural de Paranaguá, volta-se para o crescimento econômico criado com a relação da cidade, no entanto, com certa preocupação no sentido do desenvolver a área rural a partir da agricultura e de novas alternativas socioeconômicas, como o turismo. Abstract: The socio-environmental crisis in the global context, the result of the search for economic growth in line with the urban-industrial logic, could have not occurred if it went back to development, since it aims to connect the environmental, cultural, Economic and social dimentions, generating harmony between them. The rural universe is a diversity of landscapes with potential for the use of natural resources, with social structures and cultural manifestations that promote the intrinsic identity of each territory, with symbols and identity reference Socio-economic and socio-cultural diverse ways of life, generating socio-environmental complexity. In rural its social actors, among whom, the family farmers, rebuild the place, the territory. What justifies conducting the research in the range of the colonies in PR 508, rural area of Paranaguá, on the coast of Paraná. These are territories influenced by economic activities related to the port complex and the sun and sea tourism, adding problems arising from the urbanization and transformations of the road infrastructure modals. The purpose of the research, thus seeks to understand how the model of development hegemonic influenced in the organization of the rural territories of the colonies, observing how this model is reproduced socioculturalmenteally and socially, from the Family farmers, and the land use planning they did. The methodology used was a case study with interview-monostructure with decision makers, from the public sphere, and the family farmers of the colonies. The results were that agriculture is an important productive activity for the food supply for the population living in the city and for the maintenance of the rural way of life, registering the existing continuum between the urban and the rural or the city and the countryside. There's a rich biodiversity ty in the site. Culture is different from the city. It is concluded on the possibility of having the development as proposed by Ignacy Sachs, or of the development of the liberties of Amartya Sen. What has been observed with the research is that the development of the rural area of Paranaguá, turns to the economic growth created with the relationship of the city, however, with a certain concern in the sense of developing the rural area from agriculture and new Socioeconomic alternatives, such as tourism.
