A dinâmica do conselho de acompanhamento e controle social do FUNDEB/Paraná : uma aproximação a partir das atas

Abstract

Resumo : O tema financiamento da educação costuma ser tratado nas reuniões e Assembleias da APP Sindicato, considerando-se o assento que a entidade tem no Conselho de Acompanhamento e Controle Social do FUNDEB, como representante da Confederação Nacional dos Trabalhadores em Educação. Neste trabalho buscouse analisar como este Conselho tem atuado no contexto do sistema estadual de ensino do Paraná no que diz respeito às suas atribuições definidas na legislação que tratam do acompanhamento e controle dos recursos deste fundo. A pesquisa foi desenvolvida a partir da análise documental das atas lavradas no período de fevereiro a dezembro de dois mil e dezessete, estabelecendo-se quinze categorias distintas para se verificar como os Conselheiros tem desempenhado sua função. Para tanto é importante tratar da legislação que define a constituição do fundo a partir dos percentuais dos impostos, as atribuições do Conselho e os relatórios de receita e despesa para que sejam elaborados os pareceres das contas. Na composição há uma predominância de representantes do governo, acentuando o caráter mais estatal que social. As reuniões ocorrem com regularidade e as dificuldades de ordem técnica quanto a análise dos relatórios são sanadas com auxílio de assessoria contábil. A ausência do Regimento Interno revela que este é um espaço de disputa de poder, em que apesar do aparato legal Estado não reconhece a autonomia do CACS FUNDEB.

Abstract : The topic of education financing is usually treated at the meetings and assemblies of the APP Union, considering the seat that the entity has in the board of Monitoring and Social Control Council of Fundeb, as representative of the National Confederation of Workers in Education. This work aimed to analyze how this Council has acted in the context of the state education system of Paraná in relation to its attributions defined in the legislation that deal with the monitoring and control of resources of this fund. The research was developed from the documental analysis of the minutes in the period from February to December 2017, establishing fifteen distinct categories to verify how the councelor shave played their role. For this purpose, it is important to deal with the legislation defining the constitution of the Fund from the percentages of the taxes, the tasks of the Council and the revenue and expenditure reports in order to elaborate the stamen of the accounts. In the composition there is a predominance of government representatives, accentuating the more state than social character. The meetings occur regularly and the technical difficulties regarding the analysis of the reports are settled with the assistance of accounting advice. The absence of the internal rules reveals that this is a space of dispute of power, in spite of legal device the State does not recognize the autonomy of CACs Fundeb.
