Atuação do conselho municipal de educação de Curitiba na normatização das políticas de educação infantil

Abstract

Resumo : O presente trabalho teve como objetivo promover uma análise sobre o papel do Conselho Municipal de Educação de Curitiba na definição das normas que orientam as políticas educacionais locais para uma educação infantil de qualidade e acessível a todas as crianças de 0 (zero) a 5 (cinco) anos de idade no município de Curitiba, capital do estado do Paraná, dos anos de 2012 a 2016. Assim, destaca-se a importância deste órgão normativo na materialização de políticas educacionais, sendo expressivo e imprescindível o seu papel diante de uma etapa educacional que ainda apresenta como desafio a expansão da oferta e a qualidade no atendimento. Para o desenvolvimento do trabalho foi realizada pesquisa teórica e documental com levantamento bibliográfico; análise de legislação educacional, atos normativos, leitura e análise dos relatórios do Conselho Municipal de Educação de Curitiba e análise de dados educacionais do município. Os resultados da pesquisa evidenciaram que o Conselho Municipal de Educação de Curitiba segue o previsto regimentalmente enquanto espaço composto pela representação de órgãos do Poder Executivo e entidades da sociedade civil. A análise documental das decisões de tal órgão denota pouca consistência quanto às disputas por posicionamentos frente às contradições para definição de normas que envolvem as políticas de educação infantil. Portanto, concluiu-se que o Conselho Municipal de Educação de Curitiba, diante da definição de políticas locais de educação infantil, apresenta-se como articulador entre o SISMEN e demandas advindas de órgãos públicos e entidades apresentando resultados, frente a questionamentos e dúvidas com ênfase nas temáticas: da aprovação da Deliberação 02/2012 na definição de normas e princípios para a educação infantil, Corte etário e obrigatoriedade de matrícula na pré-escola. Evidenciou-se que tal órgão, mesmo com autonomia para normatizar e deliberar políticas de educação infantil está submetido aos interesses, vetos e adequações oriundas da legislação vigente, de órgãos do Sistema de Justiça e do Poder Executivo.

Abstract : The present work had as objective to promote an analysis of the role of the City Council of Curitiba education in the definition of standards that guide the local educational policies for a quality education accessible to all children of 0 ( zero) to 5 (five) years of age in the city of Curitiba, capital of the State of Paraná, the years from 2012 to 2016. Thus, we highlight the importance of this legislative body on materialization of educational policies, being expressive and vital to the paper on your educational step that still presents a challenge to expansion of supply and quality services. The development work was carried out theoretical research and documentary bibliographic survey; analysis of educational legislation, normative acts, reading and analysis of the reports of the City Council of Curitiba education and educational data analysis. The results of the survey showed that the City Council of Curitiba education follows the provisions of regimentalmente as an area comprising the representation of Executive authorities and entities of civil society. The documentary analysis of the decisions of the Board shows little consistency as to the disputes by positioning front of contradictions for definition of standards involving early childhood policies. Therefore, it was concluded that the Municipal Council of Education of Curitiba, on the definition of local policies of early childhood education, presents itself as articulator between the SISMEN and demands coming from public bodies and entities presenting results, facing questions and doubts with emphasis on: the adoption of Resolution 02/2012 in the definition of standards and principles for early childhood education, age and Cut compulsory enrolment in preschool. It was evidenced that the Board, even with the autonomy to regulate and resolve child education policies is submitted to the interests, vetoes and adaptations from existing legislation, organs of the Justice system and of the Executive power.
