"Nós não controlamos o vento" : os usos políticos das polícias e a política das polícias a partir do "Massacre do dia 29 de abril"

Abstract

Resumo: O objetivo deste trabalho é compreender as relações de poder estabelecidas entre os representantes do Poder Executivo, do Poder Legislativo, do Poder Judiciário do estado do Paraná e da Polícia Militar durante o evento que se optou chamar de "Massacre do dia 29 de abril", que ocorreu na cidade de Curitiba em 2015. Essas relações serão pensadas dentro da chave de controle social em um contexto mais amplo de militarização dos padrões de policiamento e ordem social brasileiros e a partir da história de processos de continuidade e ruptura da Polícia Militar enquanto instituição que controla as "classes perigosas". Nessa análise, as raízes autoritárias do Poder Judiciário e o papel de representantes estaduais da chamada "Bancada da Bíblia, do Boi e da Bala" são pontos fundamentais. Abstract: The objective of this study is to understand the relations of power established between the three formal spheres of power - Executive, Legislative and Judiciary - of State of Paraná and between the Military Police during the event that was chosen to be called "The April 29th Massacre", that happened in the city of Curitiba in 2015. These relations will be conceived inside of the social control key in a broader context of militarization of the brazilians patterns of policing and social order while thinking the continuities and ruptures process of the Military Police as the official agency that control the "dangerous classes". In this analysis, the Judiciary's authoritarian foundations and the role played by the Paraná state representatives of the "Bible-Cattle-Bullet Congressional Caucus" are fundamental issues.
