A conduçao da política monetária brasileira no regime de metas de inflaçao : uma abordagem teórica

Resumo: A dissertação tem como objetivo discutir a condução da política monetária no regime de metas inflacionárias, no Brasil, desde sua implementação em junho de 1999 ao final do ano de 2002. Esta análise parte, portanto, essencialmente por uma discussão da determinação da taxa de juros Selic por parte do Banco Central do Brasil, com base na aplicação da regra de Taylor para a economia brasileira. Com este propósito definido, este trabalho está estruturado em quatro tópicos. No primeiro capítulo, são apresentados os principais componentes teóricos dos regimes monetários clássicos, destacando inicialmente o regime de metas para a taxa de câmbio, metas para agregados monetários e produto nominal, metas de inflação implícita e, por fim, uma apresentação detalhada do regime de metas para a inflação explícita é feita. O capítulo 2 discorre sobre a experiência internacional, do regime de metas de inflação, em quatro países selecionados: Nova Zelândia, Canadá, Reino Unido e Chile, destacando as principais características, os instrumentos operacionais e a condução da política monetária. No caso brasileiro, a adoção do regime de metas para a inflação é apresentada inicialmente, como uma alternativa viável e oportuna para o regime de câmbio flexível. A condução da política monetária, sobre o regime de metas e sua implementação, é discutida, através de uma análise das atas do Copom e dos Relatórios de Inflação, no capítulo 3. Este está dividido em cinco subseções as quais destacam a política monetária para os anos de 1999, 2000, 2001 e 2002, focalizando a análise na determinação da taxa de juros básica e uma visão geral da política monetária na última parte do capítulo. O capítulo 4 discorre sobre a regra de Taylor para a economia brasileira e a determinação da taxa de juros decorrentes do comportamento da inflação e do hiato do produto. A partir destes resultados o problema apresentado será respondido de forma consistente. Abstract: The dissertation intends to discuss the conduction of the monetary politics in the regime of inflation target, in Brazil, from its adoption in June of 1999 at the end of the year of 2002. This analysis leaves, therefore, essentially for a discussion of the determination of the interest rate Selic on the part of the Central Bank of Brazil and an application of Taylor's rule for the Brazilian economy. With this defined purpose this work is structured in four topics. In the first chapter, the main theoretical components of the classic monetary regimes are presented, highlighting the regime of target initially for the exchange rate, targets for monetary agregate and nominal product, the implicit inflation target and, finally, a detailed presentation of the regime of inflation target is made. The chapter 2 shows the international experience, of the regime of inflation target, in four selected countries: New Zealand, Canada, United Kingdom and Chile, highlighting the main characteristics, the operational instruments and the conduction of the monetary politics. In the Brazilian case, the adoption of the regime of inflation target is presented initially, as a viable and opportune alternative for the regime of flexible exchange rate. The conduction of the monetary politics, on the regime of target and its adoption, it is discussed, through an analysis of the proceedingses of Copom and of the Inflation Reports, in the chapter 3. This is divided in five subsections which highlight the monetary politics for the years of 1999, 2000, 2001 and 2002, focus the analysis in the determination of the basic interest rate and a general vision of the monetary politics in the last part of the chapter. The chapter 4 discuss the Taylor's rules for the Brazilian economy and the determination of the current of the behavior of the inflation interest rate and of the gap of the product. Starting from these results the presented problem will be answered in a consistent way.
