Impacto do Fundo Amazônia no desmatamento da Amazônia legal brasileira

Abstract

Resumo: O objetivo geral deste trabalho foi avaliar o efeito do Fundo Amazônia sobre a redução do desmatamento na Amazônia Legal utilizando técnicas de econometria espacial com dados de desmatamento municipal durante o período entre 2002 e 2013. Para tal, primeiro foi avaliado o comportamento da correlação espacial do desmatamento com um indicador global (I de Moran) e um local (I de Moran Local). Para a avaliação do efeito do Fundo Amazônia, foram estimados modelos de painel espacial (Spatial Autoregressive Model e Spatial Error Model), controlando o desmatamento por preços de produtos agrícolas. Os resultados mostraram que o desmatamento possui correlação espacial durante todo o período analisado e o Fundo Amazônia foi efetivo em evitar o desmatamento nos municípios que atuou. O teste placebo para controle de viés de auto seleção mostra que o Fundo reduziu, em média, 1.590 km² de desmatamento ao ano desde o início de sua atuação. Abstract: This work investigates the contribution of Amazon Fund to the reduction of deforestation in Legal Amazon with spatial econometrics techniques and data about municipal deforestation between 2002 and 2013. For this purpose, first the spatial correlation was investigated by a global (Moran's I) and local (Local Moran's I) perspective. In order to evaluate the Amazon Fund impact in deforestation, two spatial panel models were estimated (Spatial Autoregressive Model e Spatial Error Model), both controlling deforestation by agriculture and cattle output prices. Results show that spatial correlation of deforestation holds during all the considered period and that Amazon Fund contributed to deforestation reduction in municipalities where it acted. The placebo test conducted to control for selection bias suggests that the Amazon Fund reduced, on average, 1,590 km² of deforestation by year since its creation.
