Canal de risco bancário : um estudo empírico sobre sua existência e sua heterogeneidade entre as instituições financeiras no Brasil (2003-2014)

Resumo: Este trabalho verifica se a política monetária possuiu um papel relevante na transmissão de risco ao sistema financeiro no Brasil entre 2003 e 2014, bem como a maneira pela qual a natureza da instituição financeira pode influenciar a sua propensão em assumir riscos – o canal de risco bancário. Dois exercícios econométricos foram utilizados para avaliar condições macroeconômicas e microeconômicas do canal de transmissão. O primeiro exercício apontou que uma política monetária contracionista em relação à taxa de juros reduz os riscos do sistema financeiro, enquanto reservas compulsórias surtiram o efeito oposto. O segundo exercício apontou relevância das reservas compulsórias como instrumento transmissor do risco bancário, mostrou que as instituições financeiras públicas tomaram mais riscos em comparação às instituições privadas e que os bancos estrangeiros não alteraram seu nível de provisões quando houve alteração na política monetária. As empresas financeiras tomaram mais riscos no curto prazo quando houve reduções na taxa de juros, e fizeram o oposto quando houve alteração nos depósitos compulsórios. Em um horizonte temporal mais longo, os bancos tomaram mais riscos quando de uma política monetária expansionista por meio da taxa de juros Selic e menos riscos quando por intermédio das reservas obrigatórias. Sistema Bancário Abstract: This thesis verifies if the monetary policy had a relevant role in the transmission of risks to the financial system in Brazil between 2003 and 2014, as well as the way through which the nature of the financial institution may influence its propensity to take risks – the risk-taking channel. Two econometric exercises were utilized to verify the macroeconomic and microeconomic conditions of the transmission channel. The first exercise pointed that a tightening of the monetary policy regarding the interest rate reduced the risks of the financial system, while the reserve requirements had the opposite effect. The second exercise showed the relevance of the reserve requirements as an instrument which transmits the banking risks, also pointed that public financial institutions took more risks in comparison to private banks and that foreign banks did not alter their level of provisions when there was a change in the monetary policy. The financial companies took more risks in the short term when there were reductions in the interest rate, and did the opposite when there were alterations on the reserve requirements. In the long term, banks took more risks when there was an expansionary monetary policy through the channel of the interest rate Selic and less risks when through the obligatory reserves.
