Governança digital e transparência pública : uma análise das prefeituras paranaenses

Abstract

Resumo: O objetivo deste trabalho é analisar os portais eletrônicos das 399 prefeituras municipais do Paraná, verificando a aplicação da Lei da Transparência, da Lei de Acesso à Informação e as iniciativas de participação disponibilizadas nestes websites. Para isso, criamos um índice de governança digital formado por quatro subíndices: (i) transparência compulsória, que mensura a aplicação da Lei de Transparência; (ii) observância a Lei de Acesso à Informação, que mensura a aplicação da Lei de Acesso à Informação nos municípios do Paraná; (iii) transparência ampliada, que mensura iniciativas mais amplas de transparência pública não previstas na legislação; (iv) e participação e controle social, que mensura as iniciativas das prefeituras para ampliar o monitoramento e a possibilidade de influência e intervenção dos cidadãos comuns no processo decisório governamental. As questões norteadoras dessa pesquisa são as seguintes: as prefeituras do estado do Paraná estão se preocupando com a "boa governança" através de seus portais governamentais? Como mensurar a eficiência dos portais governamentais a este respeito e o grau em que se aproximam ou distanciam dessa "boa governança" potencial? Que fatores estão associados ao desempenho das diferentes prefeituras no tocante aos níveis de transparência e participação? A partir dessas indagações e utilizando técnicas quantitativas chegamos aos seguintes resultados, além da elaboração de um diagnóstico descritivo global sobre a situação da governança digital nos municípios paranaenses: (i) há acentuada associação entre o desempenho das várias dimensões do Índice de Governança Digital (IGD) e fatores de ordem socioeconômica, tais como IDH, inclusão digital e PIB; (ii) não foi verificada associação forte entre o IGD e nenhum fator de natureza propriamente política; (iii) há forte associação entre transparência e participação nos portais dos municípios paranaenses. A partir do cruzamento entre os índices, podemos definir quatro situações nas quais se situam os municípios do Paraná, no tocante ao desempenho no índice de governança digital. Abstract: The objective of this work is to analyze the electronic portals of the 399 municipalities of Paraná, verifying the application of the Transparency Law, the Access Information Law and the participation initiatives available in these websites. For this, we created a digital governance index formed by four index: (i) compulsory transparency, which measures the application of the Transparency Law; (ii) compliance with the Access to Information Law, which measures the application of the Law by the municipalities of Paraná; (iii) increased transparency, which measures broader public transparency initiatives not provided for in legislation; (iv) participation and social control, which measures the initiatives of municipal governments to increase the monitoring and the possibility of influence and intervention of ordinary citizens in the governmental decision-making process. The guiding questions of this research are: do the prefectures of the state of Paraná are worry about "good governance" through their governmental portals? How to measure the efficiency of government portals in this respect and the degree to which they approach or distance themselves from this potential "good governance"? What factors are associated with the performance of different municipalities in terms of levels of transparency and participation? From these inquiries and using quantitative techniques, we arrive at the following results, besides the elaboration of a global descriptive diagnosis on the digital governance situation in the municipalities of Paraná: (i) there is a strong association between the performance of the various dimensions of the Digital Governance Index (DGI) And socioeconomic factors, such as the HDI, digital inclusion and Gross Domestic Product GDP; (ii) there was no strong association between DGI and no political in nature; (iii) there is a strong association between transparency and participation in the portals of the city hall of Paraná. From the cross-indexing, we can define four situations in which the municipalities of Paraná are located, in terms of performance in the Digital Governance Index.
