O desafio da segurança no pós-guerra fria : a coerção e aliança na Guerra Civil na Bósnia-Herzegovina (1992-1995)

Abstract

Resumo: A presente dissertação tem como objeto de estudo as estratégias de coerção e aliança, que abrangem o escopo dos Estudos de Segurança Internacional, no caso da Guerra Civil na Bósnia (1992-1995). O problema proposto é examinar a relevância dessas estratégias e como elas incidiram sobre o processo de negociação que marcou o final do conflito nos Bálcãs entre 1992 e 1995. Tem-se como hipótese que essas estratégias foram relevantes no decorrer do processo de negociação na tentativa de solução da guerra civil nos Bálcãs. O objetivo central é verificar como a coerção e aliança interferiram na tentativa de solução no caso da Bósnia e como essas estratégias podem ser operacionalizadas no decorrer das negociações de conflitos. Nesse aspecto será demonstrada a importância das estratégias de coerção e da aliança e, a partir da incidência dessas estratégias estas serão submetidas à análise para comprovar ou refutar sua relevância nesse processo. A metodologia é o estudo qualitativo, no qual serão utilizadas as fontes bibliográficas, primárias e secundárias para a identificação e análise dos fatos encontrados, com a finalidade de verificar se a coerção e a aliança foram relevantes no processo de negociação. Conclui-se através da análise proposta que as estratégias de coerção e de aliança foram relevantes no processo de negociação para a tentativa de solução da Guerra Civil na Bósnia-Herzegovina, pois foi identificada a presença, durante a negociação, dos elementos que caracterizam essas estratégias definidas e utilizadas no escopo dos Estudos de Segurança Internacional. Abstract: This dissertation is to study the object coercion strategies and alliance covering the scope of International Security Studies, in the case of the Civil War in Bosnia (1992-1995). The proposed problem is to examine the relevance of these strategies and how they focused on the negotiation process that marked the end of the conflict in the Balkans between 1992 and 1995. It has been hypothesis that these strategies were relevant during the negotiation process in an attempt to solution of the civil war in the Balkans. The main objective is to see how coercion and alliance interfered with attempted solution in the case of Bosnia and how these strategies can be operationalized during the negotiation of conflicts. In this respect will be shown the importance of coercion strategies and alliance and from the impact of those strategies they will be subjected to analysis to prove or disprove its relevance in this process. The methodology is the qualitative study, which will be used bibliographic, primary and secondary sources for the identification and analysis of the facts found, in order to verify that the coercion and the alliance were relevant in the negotiation process. We conclude by examining the proposal coercion strategies and alliance were relevant in the negotiation process to the Civil War of the solution attempts in Bosnia and Herzegovina, as identified the presence, during the negotiation, for anything caracterizamessas strategies defined and used within the scope of International Security Studies.
