Panorama do gasto-aluno nas redes estaduais e municipais brasileiras

Abstract

Resumo: Essa dissertação tem como objetivo caracterizar do gasto aluno-ano da educação básica brasileira. Os anos escolhidos para pesquisa foram 2005, 2007 e 2009 e os dados apresentados sobre as redes municipais e estaduais são: a) matrículas, b) potencial de gasto aluno-ano e c) gasto aluno-ano. Para as matrículas são usados os dados do Censo escolar que estão disponíveis no site do INEP, os dados financeiros, para os cálculos de potencial de gasto e gasto aluno-ano foram retirados do FINBRA e do SIOPE. Todos os valores presentes da dissertação estão atualizados pelo INPC de Novembro de 2012. Os principais resultados encontrados pela pesquisa, dizem respeito primeiro à inconsistência das informações disponíveis, pois nem todos os estados e munícipios têm seus dados disponibilizados da forma correta, ou se os têm, muitos apresentam erros. Segundo, as redes estaduais apresentam valores de gasto aluno-ano mais altos que as médias das redes municipais. E por ultimo, as redes municipais apresentaram baixíssimas médias e medianas de gasto aluno-ano, alguns dos valores máximos de gasto das redes municipais ficam abaixo no mínimo do Fundef/b. Devido ao numero de erros encontrados nas informações disponíveis podemos concluir que parte dos dados disponibilizados não é confiável, porém isso não descarta a necessidade de trabalhar com eles e procurar entender como o gasto por esta distribuído no país.

Abstract: This dissertation aims to characterize the spent-year student of Brazilian education. The years are surveyed in 2005, 2007 and 2009 and the data presented on the municipal and state are: a) enrollments, b) potential-student spent year c) spent-year student. We use data from the School Census, which are available on the website of INEP, the financial data for the calculations of potential spent and spent-year student were removed from the FINBRA and SIOPE. All present values are updated by the dissertation INPC November 2012. The main findings in the survey concern the inconsistency of information available, because not all states and municipalities have their data available in the correct manner, or if they have, have many errors. Second, the state networks present values of student-years spent higher than the average municipal networks. And last municipal networks showed very low mean and median spent-year student, some of the maximum values of municipal spending are below minimum Fundef / b. Due to the number of errors found in the information available we can conclude that the data available is not reliable, but do not rule out the need to work with them and seek to understand how this spending circulated in the country.
