O sistema nacional de esporte no Brasil : revelações e possíveis delineamentos

Abstract

Resumo: Neste estudo foram investigadas as relações existentes entre o Governo Federal e outros segmentos representativos do esporte brasileiro na busca de viabilizar a criação do Sistema Nacional de Esporte (SNE), buscando conhecer a composição da estrutura que organiza o esporte no Brasil nos domínios acadêmico, jurídico e político. Para atender a este propósito, foi necessário entender como e de que forma o Governo Federal e estas instituições se articularam para este fim. No plano metodológico, esta é uma pesquisa documental que adotou uma abordagem de cunho qualitativo, caracterizada como um estudo exploratório e descritivo ao se considerar o pouco conhecimento a respeito do objeto em estudo e a necessidade de descrevê-lo por meio de ampla variedade de evidências. A pesquisa teve início com uma consulta e mapeamento da produção acadêmica a respeito da temática das políticas públicas do esporte e de forma restrita sobre o Sistema Nacional de Esporte no Brasil. Os indicadores deste levantamento com foco no sistema nacional de esporte apontou um número quase inexistente de trabalhos, considerado insuficiente para o delineamento de um campo específico de estudos nesta área. Em seguida, foi feito o acompanhamento da trajetória da legislação esportiva brasileira desde 1941, a fim de identificar no texto jurídico através dos artigos e dispositivos mais relevantes, as formas de entendimento lugar e o do referido conceito no subcampo jurídico-esportivo. Foi possível entender que ao longo da vigência da legislação analisada, houve uma acomodação no entendimento dos conceitos atribuídos a "sistema" tendendo a concebê-los enquanto uma estrutura e organização hierárquica, ao mesmo tempo, que por conta disso foram feitas mudanças nas configurações da estrutura concreta do esporte nacional brasileiro. Por fim, buscou-se verificar os princípios que nortearam as ações do governo federal - mediadas pelo Ministério do Esporte (ME); indicativos da institucionalização do sistema nacional de esporte no país. Efetivamente, as ações ficaram restritas às discussões que aconteceram durante a realização das três edições da Conferência Nacional de Esporte (CNE), materializadas nos documentos finais destes eventos até 2010. Conclui-se, portanto que o objeto deste estudo encontra pouco ou nenhum destaque na pauta dos estudos do subcampo científico-esportivo; está previsto nos dispositivos legais do subcampo jurídico-esportivo e já foi tema central nas discussões promovidas pelo subcampo político-esportivo, tornando pouco possível estabelecer pontos de interseção/ aproximação entre estes subcampos, que não dialogam entre si.

Abstract: The present work set out to investigate the existing relations between the Federal Government and other representative segments of sport in Brazil that enable the creation of the National Sport System focusing on the composition of the structure which organizes sport in Brazil within the academic, juridical and political domain. To reach the intended goal it was necessary to understand how and in which ways the Federal Government and said institutions work to this end. Methodologically, this is a documental research of qualitative nature characterized as an exploratory and descriptive study when considering the little knowledge concerning the topic and the need of describing it by an ample variety of evidences. The research began by way of consultation and mapping of the academic production related to the theme of public policy of sports and in a stricter manner about the National Sport System in Brazil. The indicators of the findings focused on the national sports system and indicated a near non-existent number of works a result which was considered insufficient to the delimitation of a specific field of study in this area. The next step was the following of the trajectory of sportive legislation in Brazil since 1941 to identify in the most relevant articles and means of the juridical text the ways of understanding and the said concept in the subfield juridical-sportive. It was possible to identify that during the term of the analyzed legislation there has been a settling in the comprehending of the concepts related to a "system" with a tendency to understand them as a structure and hierarchical organization. At the same time and because of it changes in the configuration of the concrete structure of the Brazilian national sport were made. Finally, the principles which guide the federal governmental actions were verified - mediated by the Ministry of Sport; indicatives of the institutionalization of the national sport system in the country. Effectively, the actions were restricted to the discussions which took place during the three editions of the National Conference of Sports, materialized in the final documents of these events up to 2010. Ergo, the conclusion is that the object of this work has little to no prominence in the agenda of the studies done into the juridical-scientific-sportive; it is predicted in the juridical-sportive subfield and has been the central theme in the discussions promoted in the political-sportive subfield. These findings make it nearly impossible to establish an intersection/approximation among these subfields which do not dialogue among themselves.
